Melbourne, a Gold Rush town, decided to hold horse races by the river's banks in 1840. There was a sizable level space with a hill for spectators to the northwest. The following year, the organizers erected some scaffolding, but it wasn't until 1848 that a true grandstand was built. The Melbourne Racecourse was the name given to the facility. The region was given the name "Flemington" by the landlord after a piece of property his Scottish-born wife held, and by the 1850s, everyone was referring to the track as the "Flemington Racecourse." It is Australia's oldest racetrack.

Horses from Tasmania, New Zealand, and New South Wales were participating in the Australian Championship Sweepstakes by 1859. It was the first Australian sporting event to ever be telegraphed in Sydney and drew 40,000 spectators. At that time, Melbourne's leading racing figures came up with the idea of holding an even larger, more prestigious race that would provide money for the track's development.

In 1861, the Melbourne Cup was the first to run. The Victoria Turf Club and the Victoria Jockey Club were two competing racing clubs in those early days. The conflict between the two led to poor course and Cup management, track sabotage, and financial ruin for both clubs. As a result, they amalgamated to become the Victoria Racing Club, which still governs Flemington today, in 1864. The Club was delighted when Melbourne Cup Day was made a half-day holiday the following year.

The Victoria Racing Club had one issue, though: they rented the site, not owning it. The Victorian Racing Club Act, passed by the government in 1871, gave the club possession of the land. In 1875, Tuesdays marked the first running of the Melbourne Cup. Due to the enormity and importance of the event, Victoria declared the day an official state holiday two years later.
