Candidate B answers two fewer questions correctly but scores higher. Use this rule for guesses on a four-option question:

Blind guess (no option ruled out): expected gain = 1/4 × 1 − 3/4 × 1/3 = 0. You gain nothing on average, so skip.
One option ruled out: expected gain = 1/3 − 2/3 × 1/3 = +0.11 mark. A small edge; guess only if time allows.
Two options ruled out: expected gain = 1/2 − 1/2 × 1/3 = +0.33 mark. Always attempt.
