Grade C vs Grade D: The Salary Gap in Rupees
Most pages say Grade C "pays more". The real question for a candidate deciding between the 100 wpm and 80 wpm targets is how much more. The table below compares the two grades at entry, at 60% DA.

In a Delhi posting, the Grade C in-hand is about ₹17,000 a month higher, which adds up to roughly ₹2,04,000 a year before any DA hike. The government's NPS contribution adds another ₹2,218 a month to the Grade C employee's retirement corpus. Because DA and HRA are both percentages of basic, this gap widens every time DA goes up. If you are also weighing graduate-level posts, compare these numbers with the SSC CGL salary for Levels 4 to 8.
Same Post, Two Cities: Delhi Ministry vs Z-City Office
A Grade C Stenographer in a Delhi ministry and one in a subordinate office in a small Z-class town have the same basic pay. The difference comes from three city-linked items, shown below at Level 6 and 60% DA.

On paper Delhi pays about ₹1,14,000 more a year. In practice, a one-room flat in Delhi can cost more than the extra HRA, while rent in a Z-class town is often well below ₹3,540. A Z-city posting can therefore leave more money in hand at the end of the month, even though the payslip is smaller. Medical cover in non-CGHS towns comes through the CS (MA) Rules or the department's own arrangements, not through CGHS.

Your First Month's Salary: What to Expect
Your first salary is rarely a full month's pay. Three things usually make it different from the tables above, and the example below shows the effect for a Grade D Stenographer joining in Delhi on the 16th of a 30-day month.

The figures in this article do not include any stenography or overtime payment. Such payments are not part of the standard pay matrix and depend on the department's own rules, so leave them out when you estimate your salary.
SSC Stenographer Job Profile and Responsibilities
A Stenographer works as the personal office support of an officer, taking dictation and turning it into finished official documents. For a fuller picture of the role, read our explainer on what an SSC Stenographer does. The main duties are listed below.
|
Duty |
What it involves |
|---|---|
|
Dictation and transcription |
Taking shorthand from the officer and typing it accurately |
|
Drafting |
Preparing letters, notes, office orders and replies |
|
Diary and meetings |
Managing the officer's schedule, meetings and visitors |
|
Records |
Maintaining files, references and confidential papers |
|
Coordination |
Handling calls, e-mails and follow-ups with other sections |
Grade C Stenographers are usually attached to more senior officers than Grade D Stenographers, which is one reason the skill-test speed is higher (100 wpm against 80 wpm).
SSC Stenographer Promotion and Career Growth
Promotion paths depend on the cadre you join. The clearest ladder is in the Central Secretariat Stenographers' Service (CSSS), shown below with the pay level of each grade.
|
Grade (CSSS) |
Pay Level |
How you reach it |
|---|---|---|
|
Stenographer Grade D |
Level 4 |
Direct recruitment through SSC |
|
Personal Assistant (Stenographer Grade C) |
Level 7 |
Seniority after about 10 years, or earlier through the SSC Grade C Stenographers' LDCE (about 6 years' service) |
|
Private Secretary |
Level 8 |
Seniority or LDCE from PA |
|
Principal Private Secretary |
Level 11 |
Promotion from PS |
|
Senior Principal Private Secretary |
Level 12 |
Promotion from PPS |
|
Principal Staff Officer |
Level 13 |
Promotion from Sr PPS |
In subordinate and attached offices outside the CSSS, Grade D usually moves to Grade C (Level 6) and then to Senior Personal Assistant or Private Secretary posts under that department's recruitment rules. If promotion is delayed, the MACP scheme gives a financial upgrade to the next pay level after 10, 20 and 30 years of service.

SSC Stenographer Salary After 5 Years
After five annual increments, basic pay reaches cell 6 of the pay level. The table below shows the in-hand salary at that point, using today's 60% DA, so it is a floor rather than a forecast.

Actual pay will be higher because DA is revised every six months. An 8th Pay Commission revision, once implemented, would also reset these figures, so treat this table as an estimate. A promotion within five years, such as Grade D to Grade C through the LDCE, would add a much bigger jump than increments alone. Age limits and other conditions for the 2026 cycle are covered in our guide to SSC exam eligibility criteria.
