A Company under Public Sector Undertakings in India that gained Navratna status is called a Navratna Company. Navratna Companies play a major role in the economy of the nation. 

In 1997, the Government introduced the Navratna scheme to identify the Central Public Sector Enterprises (CPSEs) that have comparative advantages and support them with various advantages to become global giants. The Navratna companies have delegated powers in the areas of

Navratna Companies Criteria

The Government of India fixes certain criteria to grant the status of Navratna to the Central Public Sector Enterprises (CPSEs). The eligibility for Navratna Companies in India is discussed below on a detailed basis. Candidates preparing for the upcoming competitive exams can use the information. 

Navratna Company Criteria 

Central Public Sector Enterprises (CPSEs) are eligible for the status of Navratna by meeting the following criteria.

  • The CPSEs should have Miniratna I, Schedule ‘A’ status

  • They should have obtained an ‘excellent’ or ‘very good’ MOU rating in three of the last five years

  • CPSEs should have a composite score of 60 or above in the following 6 selected performance indicators and are eligible to be considered for a grant of Navratna status.

On 12 October 2023, Ircon International Limited (IRCON) was announced as the 15th Navratna CPSE by the Ministry of Finance. The core competence of IRCON is in Railways, Highways & Extra High Tension substation engineering and Construction. The company has executed projects operated in the areas of Railway construction including ballastless track, electrification, tunneling, signal & telecommunication as well as leasing of locos, construction of roads, highways, commercial, industrial & residential buildings, and complexes, airport runways and hangars, metro and mass rapid transit system, etc. IRCON has widespread operations in several states in India and other countries.

While RITES Ltd (RITES) was announced as the 16th Navratna CPSE. RITES Ltd is a leading transport infrastructure consultancy and engineering firm in India. It provides services in the diverse sectors of transportation, railways, export of rolling stock, highways, airports, metros, urban engineering & sustainability, ports & waterways, and energy management. The award of Navratna status will enable RITES to further nurture its brand, compete more effectively in the global market, and pursue new frontiers more aggressively for growth.

Bharat Electronics Limited (BEL)

  • Bharat Electronics Limited (BEL) was established in 1954 under the Ministry of Defence to meet the specialized electronic needs of the Indian Defence.

  • BEL has grown into a multi-product, multi-technology, multi-unit conglomerate empowering the nation’s armed forces in the areas of Radars & Fire Control Systems, Missile Systems, Communication & C4I systems, Electronic Warfare & Avionics, Naval Systems & Antisubmarine Warfare Systems, Electro Optics, Tank Electronics & Gun Upgrades, and Strategic Components.

  • The Akash Air Defence Weapon System is a shining example of BEL’s indigenous design, development, and manufacturing drive.

  • The Coastal Surveillance System developed to strengthen surveillance of India’s over-7,500-km-long coastline is being offered to friendly countries.

Container Corporation of India Limited (CONCOR)

  • Container Corporation of India Limited (CONCOR) was incorporated in March 1988 under the Companies Act and commenced operation in November 1989.

  • The government of India conferred the prestigious Navaratna status in 2024.

Hindustan Aeronautics Limited (HAL)

  • Hindustan Aircraft Limited was incorporated in 1940 at Bangalore by Shri Walchand Hirachand in association with the Government of Mysore, to manufacture aircraft in India.

  • In 1941, the Government of India became one of the shareholders in the Company and subsequently took over its management in 1942.

  • In 1951, Hindustan Aircraft Limited was placed under the administrative control of the Ministry of Defence, Government of India.

  • HAL was listed on BSE and NSE on 28th March 2018.

  • HAL has a comprehensive Design and Development capability in the field of aerospace.

Mahanagar Telephone Nigam Limited (MTNL)

  • MTNL was set up on 1st April 1986 by the Government of India.

  • MTNL upgraded the quality of telecom services, expanded the telecom network, introduced new services, and raised revenue for the telecom development needs of India's key metro cities of Delhi & Mumbai.

  • MTNL is the principal provider of fixed-line telecommunication services in the two Metropolitan Cities of Delhi and Mumbai.

  • The authorized capital of the MTNL is Rs. 800 crores. MTNL was given Navratna status in 1997 and was listed on the New York Stock Exchange in 2001.

National Aluminium Company Limited (NALCO)

  • National Aluminium Company Limited (NALCO) is a Schedule ‘A’ Navratna CPSE.

  • NALCO was established on 7th January, 1981 having its registered office at Bhubaneswar. 

  • It is one of the largest integrated Bauxite-Alumina-Aluminium- Power Complex in the Country.

  • At present, the Government of India holds 51.28% of paid-up equity capital. NALCO is one of the leading foreign exchange-earning CPSEs in the Country.

  • NALCO is the first Public Sector Company in the country to venture into the international market in a big way with London Metal Exchange (LME) registration in May 1989.

  • NALCO has been listed on the Bombay Stock Exchange (BSE) since 1992 and the National Stock Exchange (NSE) since 1999.

National Buildings Construction Corporation Limited (NBCC)

  • NBCC was established in 1960 as a Civil Engineering Enterprise of the Government of India, NBCC is headquartered in Delhi.

  • NBCC's current areas of operation include Project Management Consultancy (PMC), Engineering Procurement and Construction (EPC), and Real Estate Development.

  • NBCC is listed with both the Indian stock exchanges, the National Stock Exchange (NSE), and Bombay Stock Exchange (BSE).

Neyveli Lignite Corporation Limited (NLC India)

National Mineral Development Corporation Limited (NMDC) 

  • NMDC Limited was incorporated in 1958 as a Government of India public enterprise.

  • NMDC is India’s largest producer of iron ore.

  • NMDC is under the administrative control of the Ministry of Steel and has been involved in the exploration of a wide range of minerals including copper, rock phosphate, limestone, magnesite, diamond, tungsten, and beach sands amongst others in some of the most remote corners of the country.

  • NMDC's all mining complexes have been rated 5 Star by the Indian Bureau of Mines, Ministry of Mines which is a testimony to its scientific and sustainable mining practices.

Rashtriya Ispat Nigam Limited (RINL)

  • Rashtriya Ispat Nigam Limited (RINL) is the corporate entity of the Visakhapatnam Steel Plant under the Ministry of Steel.

  • RINL is the first shore-based integrated steel plant in the country and is known for its quality products delighting the customers.

  • RINL is the first PSE to be certified ISO 50001:2011 in Energy Management Systems and has acquired CMMI Level 3 certification for s/w development.

  • Vizag Steel Plant was formally inaugurated by the then PM Late Mrs. Indira Gandhi, on 20th January 1971.

Shipping Corporation of India Limited (SCI)

  • The Shipping Corporation of India was established on October 2nd, 1961, by the amalgamation of Eastern Shipping Corporation and Western Shipping Corporation.

  • The SCI has immensely contributed to the growth of India’s EXIM trade and the national exchequer, by being a net earner/saver of valuable foreign exchange.

  • The government of India Conferred ‘Mini Ratna’ status for enhancing the company’s Board powers for capital investment

  • SCI obtained ISO 9000 certification and was conferred ‘Navratna’ status by the Government of India.

Rail Vikas Nigam Limited (RVNL)

  • RVNL was incorporated as a 100% owned PSU of the Ministry of Railways in 2003.

  • RVNL has the twin objectives of raising extra-budgetary resources and implementing projects relating to the creation and augmentation of the capacity of rail infrastructure on a fast-track basis.

  • RVNL became fully functional by March 2005.

  • RVNL was granted Miniratna status in September 2013.

  • RVNL has been rated “Excellent” for 9 successive years by the Department of Public Enterprises. 

  • RVNL has also been ranked 1st amongst the Railway PSEs for the 4 times out of the last 5 years. 

ONGC Videsh Limited (OVL)

  • ONGC Videsh Ltd (OVL) is a subsidiary of Oil and Natural Gas Corporation Limited (ONGC) and was incorporated in 1965.

  • The primary business of ONGC Videsh is to prospect for oil and gas acreages outside India, including exploration, development, and production of oil and gas.

  • ONGC Videsh owns Participating Interests in 32 oil and gas assets in 15 countries.

  • ONGC Videsh is the second largest petroleum company in India, next only to its parent ONGC.

Rashtriya Chemicals & Fertilizers Limited (RCF)

  • RCF is a leading fertilizer and chemical manufacturing company in India in the Public Sector.
