Goods and Services Tax Council forms 10-member GoM, headed by MoS Finance Pankaj Chaudhary
- The Goods and Services Tax (GST) Council has established a 10-member Group of Ministers (GoM), chaired by Minister of State for Finance Pankaj Chaudhary, to review and make recommendations on the taxation of luxury, sin, and demerit goods after the compensation cess expires in March 2026.
- The GoM includes representatives from Assam, Chhattisgarh, Gujarat, Karnataka, Madhya Pradesh, Punjab, Tamil Nadu, Uttar Pradesh, and West Bengal.
- The GoM is required to submit its report to the GST Council by December 31, 2024.

- Current Tax Structure: Under the current GST regime, a compensation cess is levied on luxury, sin, and demerit goods at varied rates in addition to the standard 28% tax rate.
- Purpose of Compensation Cess: The compensation cess was originally intended to last five years post-GST implementation to compensate states for revenue losses incurred due to GST. It was extended until March 2026 to facilitate the repayment of ₹2.69 lakh crore borrowed by the government to cover states' revenue losses during the COVID-19 pandemic.
- Loan Repayment: The GST Council decided to continue the compensation cess to repay the principal and interest on the ₹2.69 lakh crore loan, which is projected to be cleared by January 2026.
- The collections from the compensation cess in February and March 2026 are expected to total around ₹40,000 crore.
- GST Tax Structure: GST operates on a four-tier tax structure with slabs of 5%, 12%, 18%, and 28%.
- However, the law permits a tax rate of up to 40% on certain goods and services.
