Securities and Exchange Board of India Updates Exchange Traded Funds Trading Rules, Replaces Fixed Limits with Dynamic Bands
- Securities and Exchange Board of India (SEBI) has revised the trading framework for Exchange Traded Funds (ETFs) by introducing dynamic price bands, a new base price determination methodology, and a pre-open call auction mechanism.
- The revised ETF trading norms will come into effect from 1 September 2026.
- The objective of the new framework is to align ETF trading prices more closely with the movements of their underlying assets and improve price discovery.
- Under the previous system, ETF price bands were based on the T-2 day Net Asset Value (NAV), which often created a mismatch with current market conditions.
- Under the revised framework, exchanges will use the previous day's closing market price, calculated through the last 30-minute Volume Weighted Average Price (VWAP), as the base price.
- If there is no trading during the final 30 minutes, the last traded price will be used as the base price.
- In the absence of market prices, the latest available NAV will serve as the fallback base price.
- SEBI has directed exchanges and mutual funds to work towards adopting T-1 closing NAV as the base price from 1 April 2027.
- For Equity ETFs and Debt ETFs, the existing fixed 20% price band has been replaced with dynamic price bands.
- The initial trading band for Equity and Debt ETFs will be ±10%.
- If the price reaches the threshold, the band can be expanded in 5% increments after a prescribed cooling-off period.
- The maximum expansion limit for Equity and Debt ETFs is ±20%.
- Overnight ETFs and Liquid ETFs will continue to operate under a fixed 5% price band.
- For Commodity ETFs tracking Gold and Silver, the initial dynamic price band has been set at ±6%.
- The price band for Gold and Silver ETFs can be widened in 3% increments after cooling-off periods based on market movements.
- Stock exchanges have been granted flexibility to further relax limits in exceptional situations involving sharp movements in global commodity prices.
- SEBI has introduced a Pre-Open Call Auction Mechanism specifically for Gold ETFs and Silver ETFs.
- The Pre-Open Call Auction aims to improve price discovery and bring ETF trading closer to the mechanism used in the equity market.
- Domestic ETFs generally trade only during Indian market hours, making efficient price discovery important for commodity-linked products.
- SEBI has also revised the close-out procedure for Overnight ETFs and Liquid ETFs, while retaining the existing mechanism for other ETF categories.
- ETF (Exchange Traded Fund) is a market-traded investment fund that tracks an index, commodity, bond, or basket of assets and is traded on stock exchanges like shares.
- VWAP (Volume Weighted Average Price) represents the average price of a security weighted by trading volume and is widely used as a benchmark for market pricing.
Reserve Bank of India Survey Shows Decline in Consumer Confidence Across Urban and Rural India in May 2026
- The Reserve Bank of India (RBI) released its latest Consumer Confidence Survey, which showed a decline in consumer confidence in both urban and rural areas in May 2026.
- Consumer sentiment weakened due to concerns regarding inflation, employment conditions, income levels, spending patterns, and overall economic activity.
- The Current Situation Index (CSI) for urban consumers declined to 90.7 in May 2026 from 94.0 in March 2026.
- The fall in the Urban CSI indicates a weaker assessment of the current economic situation by consumers.
- Rural consumer confidence also deteriorated during the survey period.
- The Rural Current Situation Index (CSI) decreased to 95.2 from 100.0 recorded in the previous survey round.
- The decline in the Rural CSI reflects growing concerns among rural households regarding present economic conditions.
- The Future Expectations Index (FEI) for urban consumers fell to 118.7 in May 2026 from 120.2 in March 2026.
- The reduction in the FEI indicates lower optimism among consumers about the economic outlook over the next one year.
- Despite the decline, the FEI remained above 100, suggesting that consumers still maintain a generally positive outlook for future economic conditions.
- The Current Situation Index (CSI) measures consumers’ perception of the present economic environment, while the Future Expectations Index (FEI) reflects expectations regarding the economy in the coming year.

India Introduces Revised Wholesale Price Index (WPI) Series with Base Year 2022-23 and Launches Producer Price Indices (PPIs)
- India has introduced the revised Wholesale Price Index (WPI) series with the base year 2022-23, replacing the earlier 2011-12 series.
- Along with the revised WPI, the government has launched new Producer Price Indices (PPIs), including the Output Producer Price Index (OPPI), Trial Input Producer Price Index (IPPI) and Service Producer Price Indices (Service PPIs).
- The initiative marks a major modernization of India’s inflation measurement framework and aligns with global statistical practices.
- The government aims to gradually transition from WPI to PPIs, which are widely used internationally for measuring producer-level inflation. Both WPI and PPI will be published simultaneously for the next five years.
- The revision follows the recommendations of the International Monetary Fund (IMF) for adopting Producer Price Indices as a better measure of producer inflation.
- The revised WPI has expanded its commodity basket from 697 items to 957 items, providing wider coverage of the Indian economy.
- Renewable energy sources such as solar and wind energy have been included under the Electricity category, while nuclear electricity has been included for the first time.
- Crude petroleum and natural gas have been shifted from the Primary Articles category to the Fuel and Power category for better classification.
- The revised series uses Gross Value of Output (GVO) for assigning weights instead of the earlier Net Traded Value (NTV).
- The methodology has been improved by adopting the Short-Term Formula for elementary indices and the Targeted Mean Imputation Method for handling missing price data, replacing the earlier Carry Forward Method.
- The Output Producer Price Index (OPPI) measures changes in prices received by producers for their goods and services.
- The Trial Input Producer Price Index (IPPI) tracks changes in prices paid by industries for inputs used in production and is currently released on an experimental basis for the manufacturing sector.
- The Service Producer Price Indices (Service PPIs) cover seven major sectors: Banking, Securities Transactions, Insurance, Pension Fund Management, Railways, Air Passenger Transport and Telecommunications.
- As per provisional estimates, WPI inflation increased to 9.68% in May 2026 from 8.26% in April 2026.
- The WPI for All Commodities increased from 108.8 in April 2026 to 109.9 in May 2026.
- Category-wise inflation stood at 4.99% for Primary Articles, 30.33% for Fuel and Power and 7.48% for Manufactured Products.
- The WPI Food Index, comprising Food Articles and Manufactured Food Products, increased to 4.49% in May 2026 from 3.11% in April 2026.
- The OPPI for All Commodities stood at 109.6 in May 2026 compared to 108.6 in April 2026. Sector-wise OPPI stood at 111.9 for Agriculture, Forestry and Fishing, 122.3 for Mining and Quarrying, 109.5 for Manufactured Products and 90.2 for Electricity.
- The linking factors between old and new WPI series are 1.53 for All Commodities, 1.71 for Primary Articles, 1.65 for Fuel and Power and 1.44 for Manufactured Products.
- Users have been advised to exercise caution while comparing the old and revised WPI series due to changes in the commodity basket, weight structure and methodology.
