Inter-Ministerial Group Proposes Monetisation of Surplus Central Public Sector Enterprises Assets Worth Over ₹1,100 Crore for Alternative Mechanism Approval

The Inter-Ministerial Group (IMG) recommended asset monetisation proposals involving assets valued at over ₹1,100 crore for consideration and approval by the Alternative Mechanism (AM).

The IMG is chaired by the Secretary, Department of Public Enterprises (DPE) and co-chaired by the Secretary, Department of Telecommunications (DoT).

The proposals primarily involve the monetisation of surplus land and building assets belonging to Central Public Sector Enterprises (CPSEs).

The recommendations aim to unlock the economic value of surplus and underutilised public assets and facilitate their productive utilisation.

The Government's Asset Monetisation Programme aims to help CPSEs and other Government entities realise the economic potential of surplus assets through systematic assessment, professional transaction preparation and competitive price discovery.

The recommended proposals will be submitted to the Cabinet-delegated Alternative Mechanism (AM) for consideration and approval.

After receiving the necessary approvals, further monetisation activities will be carried out according to prescribed procedures.

The National Land Monetization Corporation (NLMC) plays a key role in facilitating the monetisation of surplus land and other non-core assets of CPSEs and Government entities.

NLMC supports asset assessment, due diligence, valuation, transaction structuring and market-facing monetisation processes in coordination with concerned Ministries, Departments and asset-owning entities.

About NLMC :

NLMC (National Land Monetization Corporation) is a wholly owned Government of India company under the administrative control of the Department of Public Enterprises (DPE), Ministry of Finance.

NLMC was established following the announcement made in the Union Budget 2021–22.

The initiative aims to promote efficient public asset management, transparent and value-maximising monetisation, investment and economic development.

Reserve Bank of India Raises Interest Rate on Floating Rate Bond 2034 from 6.45% to 7.26%

The Reserve Bank of India (RBI) increased the annual interest rate on Government of India Floating Rate Bond 2034 (FRB 2034) from 6.45% to 7.26%, an increase of 0.81 percentage points (81 basis points).

The revised interest rate is applicable for the six-month period from 30 October 2026 to 29 April 2027.

FRB 2034 was launched in January 2022 and offers investors a variable interest rate that is revised every six months.

The bond's interest rate is calculated using the average Weighted Average Yield (WAY) of the last three auctions of 182-day Treasury Bills, along with a fixed spread of 0.98 percentage points.

The previous interest rate of 6.45% was applicable from 30 April 2026 to 29 October 2026.

The bond pays interest every six months, and the revised coupon will be reviewed again after 29 April 2027 based on the prevailing interest rate formula.

For every ₹1 lakh invested at face value, the approximate six-month interest increases from ₹3,225 to ₹3,630, providing an additional ₹405 before tax.

For investments of ₹5 lakh and ₹10 lakh, the additional six-month interest will be approximately ₹2,025 and ₹4,050, respectively, before tax.

The actual interest payout depends on the investment amount, purchase price and holding period.

Interest earned on FRB 2034 is taxable according to the investor's applicable income tax slab.

FRB 2034 is a Government of India security, with its principal and interest payments backed by the Government of India.

Retail investors can purchase eligible government securities through the RBI's Retail Direct platform by opening a Retail Direct Gilt (RDG) account.

Existing government securities can also be purchased through the Negotiated Dealing System–Order Matching (NDS-OM) secondary market platform.

Unlike fixed-rate government bonds, the interest rate on floating rate bonds changes periodically according to market-linked interest rate benchmarks.

When 182-day Treasury Bill yields increase, the coupon rate of FRB 2034 may rise at the next reset; when yields decline, the coupon rate may also decrease.

Supreme Court Rules 24-Hour Deadline for Producing Arrested Persons Before Magistrate Begins from Actual Detention

The Supreme Court of India has ruled that the 24-hour constitutional deadline for producing an arrested person before a Magistrate begins from the time of actual detention, when the person’s liberty is curtailed, and not from the time the police formally record the arrest.

The judgment was delivered on appeals filed by four persons challenging a Tripura High Court decision that had denied them bail in a case registered under the Narcotic Drugs and Psychotropic Substances (NDPS) Act.

Key Highlights

A Bench comprising Justice Ujjal Bhuyan and Justice Atul S. Chandurkar held that the 24-hour period prescribed under Article 22(2) of the Constitution of India must be calculated from the date and time of a person’s actual detention.

The Court clarified that the police cannot calculate the 24-hour period only from the time when the investigating agency formally records the arrest. The constitutional deadline begins when the person is actually taken into custody and their liberty is restricted.

The Bench rejected the distinction between detention and formal arrest for calculating the constitutional deadline. It observed that treating the 24-hour period as commencing only after the completion of search and seizure and from the time of formal arrest was legally unsustainable and unconstitutional.

The Court further held that detention beyond 24 hours without the authority of a Magistrate is impermissible.

It clarified that if a person continues to be detained for more than 24 hours without being produced before a Magistrate, the person must be released forthwith.

ARCI Scientists Develop Advanced Nanocomposite Coatings to Enhance Cutting Tool Life in Superalloy Machining

Scientists from the International Advanced Research Centre for Powder Metallurgy and New Materials (ARCI), Hyderabad, developed and evaluated two nanocomposite protective coatings to improve the durability and tool life of cutting tools used for machining nickel-based superalloys.

ARCI is an autonomous Research and Development (R&D) centre under the Department of Science and Technology (DST), Government of India.

The two protective coatings developed are Titanium Aluminium Silicon Nitride (TiAlSiN) and Chromium Aluminium Silicon Nitride (CrAlSiN).

The coatings were deposited on tungsten carbide cutting tools using Cathodic-Arc Physical Vapour Deposition (PVD) technology.

The study evaluated the performance of coated cutting tools while machining three nickel-based superalloys: Inconel 718 (IN718), IN625 and IN617.

The TiAlSiN coating increased cutting-tool life by approximately 80% for IN718 and 60% for IN625, compared with uncoated tools.

The CrAlSiN coating increased cutting-tool life by more than 200% for IN617, demonstrating superior performance for this particular alloy.

The research established that no single protective coating performs best for every superalloy, as coating performance depends on the chemical composition of the alloy and its interaction with the coating.

The major causes of cutting-tool failure were chipping and progressive wear, with abrasion, adhesion and attrition contributing to the overall wear process.

Repeated adhesion of workpiece material to the cutting-tool surface causes damage when the attached material breaks away, removing tiny fragments from the tool.

The protective coatings help delay tool damage and reduce wear, thereby extending cutting-tool life.

The researchers also observed shear bands and serrated or saw-tooth patterns in metal chips generated during machining, indicating intense thermo-mechanical conditions.

The findings can help improve manufacturing efficiency, reduce machine downtime and production costs, and increase productivity in the aerospace, energy and petrochemical sectors.

The research was conducted at ARCI's Centre for Engineered Coatings and published in the scientific journal Materials Today Communications.

The study highlights an application-specific coating selection approach, in which protective coatings are selected according to the composition and behaviour of the particular superalloy being machined.

The Ministry of Panchayati Raj signed a Memorandum of Understanding (MoU) with Convergence Energy Services Limited (CESL), a wholly owned subsidiary of Energy Efficiency Services Limited (EESL) under the Ministry of Power, to establish electric vehicle (EV) charging and battery swapping stations on Panchayat land across India.

The MoU was signed in Delhi in the presence of Dr. Vineet Joshi, Union Minister of Panchayati Raj and Fisheries, Animal Husbandry and Dairying. The agreement was exchanged by Mukta Shekhar, Joint Secretary, Ministry of Panchayati Raj, and Akhilesh Kumar Dixit, Director, CESL.

Key Highlights

The partnership brings together rural local governance, green mobility and sustainable revenue generation.

It aims to create additional opportunities for Own Source Revenue (OSR) generation for Gram, Block and District Panchayats across States and Union Territories.

The initiative seeks to extend clean mobility infrastructure beyond urban areas by identifying suitable locations along State and National Highways and within Panchayat premises. The proposed facilities will cater to two-wheelers, three-wheelers, four-wheelers and medium- to heavy-duty vehicles.

CESL will undertake site assessments, demand aggregation, supply, installation, testing, commissioning, operation and maintenance of the charging and battery swapping stations.

The initiative aligns with the Ministry’s efforts to strengthen Panchayats through increased OSR generation, including the recently introduced Model Panchayat Tax, Rates and Fees Rules (Model OSR Rules). The framework seeks to promote transparent, accountable and locally driven revenue mobilisation.

Under the initiative, Panchayat land will be utilised as a productive community asset to generate recurring income for civic services, infrastructure development and community welfare.

The collaboration is also expected to improve access to electric vehicle services in rural areas and help reduce carbon emissions.

Through this partnership, the Ministry of Panchayati Raj and CESL will explore ways to use public assets at the Panchayat level to expand electric mobility infrastructure and support clean and green villages, sustainable local development and financially stronger Panchayats.

Ministry of Road Transport and Highways Signs MoU with Bihar to Use Excavated River Silt in National Highway Construction

The Ministry of Road Transport and Highways (MoRTH) and the Bihar Government signed a Memorandum of Understanding (MoU) to use excavated river silt in the construction of National Highways across Bihar under the Nadi Sanjeevani initiative.

The agreement was witnessed by Union Minister for Road Transport and Highways Nitin Gadkari and Bihar Chief Minister Samrat Choudhary in New Delhi.

Key Highlights

The Nadi Sanjeevani initiative aims to combine the scientific desilting of rivers and other water bodies with the productive utilisation of excavated material for infrastructure development.

It seeks to address silt accumulation in water bodies while ensuring the availability of construction material for highway projects.

According to the National Highways Authority of India (NHAI), approximately 243 lakh cubic metres of silt will be required for ongoing and proposed National Highway projects in Bihar.

Under the agreement, the same quantity of excavated silt will be supplied free of cost for 16 ongoing National Highway projects in the State.

The initiative aims to reduce dependence on agricultural soil for infrastructure construction and provide an alternative source of material for road development. Agricultural soil can thereby be conserved for farming activities.

Bihar has become the first state in India to introduce a comprehensive silt management policy, known as the Bihar Water Resource Restoration and Silt Management Policy, 2026. The policy provides a framework for managing silt accumulation and integrating sediment removal with water resource restoration activities.

The MoU with MoRTH forms part of this broader policy approach by linking the State's water management objectives with its infrastructure requirements. The identified demand of 243 lakh cubic metres of silt for 16 ongoing highway projects provides a substantial utilisation opportunity for material generated through desilting operations.

The agreement establishes coordination between the Bihar Government and central infrastructure agencies to connect desilting activities, excavated-material supply and the construction requirements of National Highway projects.

The implementation of the MoU across the 16 identified projects will involve coordinating desilting operations, material supply and project-level construction requirements to ensure the excavated silt is suitable for its intended use.

Through the Nadi Sanjeevani initiative and the Bihar Water Resource Restoration and Silt Management Policy, 2026, Bihar aims to connect water body restoration with infrastructure development. The approach could also serve as a reference for other States exploring ways to manage accumulated silt and meet construction-material requirements for road projects.

The initiative is aligned with the objectives of the National Critical Mineral Mission (NCMM) and the national visions of Aatmanirbhar Bharat and Viksit Bharat.

Key Highlights

Addressing the symposium, NITI Aayog Member Gobardhan Das highlighted the strategic importance of critical minerals in strengthening national security, technological self-reliance and India's vision of Viksit Bharat 2047.

The Joint Statement of Intent identifies four key areas of collaboration:

Collaborative research and technology development.

Technical and strategic studies.

Policy and institutional support.

Capacity building and knowledge exchange.

The partnership is expected to strengthen domestic technological capabilities, accelerate technology translation and improve coordination among government institutions, academia, research organisations and industry.

The symposium brought together policymakers, researchers, technology developers and industry representatives to discuss ways to strengthen India's critical minerals and rare earths ecosystem.

The collaboration is expected to support the development of resilient critical-mineral supply chains, reduce technological dependencies and advance India's self-reliance in strategic mineral resources.
