Reserve Bank of India to Give In-Principle Approval to Emirates NBD Bank PJSC
- The Reserve Bank of India (RBI) has granted “in-principle” approval to Emirates NBD Bank PJSC to set up a Wholly Owned Subsidiary (WOS) in India.
- This is under the “Scheme for Setting up of WOS by foreign banks in India”.
- Emirates NBD Bank currently operates in India through branches in Chennai, Gurugram, and Mumbai.
- The in-principle approval allows the bank to convert its existing branches into a WOS
Key Highlights :
- RBI will consider granting a full banking licence under Section 22(1) of the Banking Regulation Act, 1949, after the bank fulfills all RBI’s conditions as part of this approval.
- Emirates NBD is among the few foreign banks to get regulatory clearance via the WOS route. Other banks with WOS in India include DBS Bank India and SBM India.
- Foreign banks operating through the WOS framework are treated on par with domestic banks for branch expansion and are exempt from certain regulatory approvals, subject to specific conditions.

- The Securities and Exchange Board of India (SEBI) has tightened and standardised the internal audit mechanism norms for Market Infrastructure Institutions (MIIs) to strengthen governance.
- Managing Directors (MDs) are barred from being part of audit committees.
What are Market Infrastructure Institutions?
- Market Infrastructure Institutions (MIIs) are organizations that provide the essential facilities for trading, clearing, and settling financial instruments like stocks, bonds, and derivatives.
- They are the backbone of a robust and well-regulated financial market.
Key Highlights :
- Key Managerial Personnel (KMPs) may be invited to audit committee meetings with approval of the committee’s chairman but without voting rights.
- Auditors and KMPs have the right to be heard in audit committee meetings when the auditor’s report is discussed but do not have voting rights.
- The new norms will be effective after three months from the circular.
- The internal auditor must cover all functions and activities of MIIs, including critical verticals like operations, regulatory, compliance, risk management, investor grievances, and business development.
- MIIs may standardise terms of reference for internal auditors in consultation with the industry standards forum of MIIs.
- The internal auditor must report only to the audit committee.
- Internal auditor’s observations must be sent to respective heads of departments for comments to be included in the final report.
- The audit committee will set the internal audit timelines.
- The internal auditor must appraise the audit committee at least twice a year, within 60 days after September and March, on critical issues of the MII in the absence of management.

State Bank of India Reduces Interest Rates on Domestic Term Deposits by 20 Basis Points Across All Tenures
- State Bank of India (SBI), the country’s largest lender, has cut interest rates on retail domestic term deposits by 20 basis points (bps)across all tenors, effective 16 May 2025.

- This is the second consecutive deposit rate cut by SBI.

Directorate General of Foreign Trade Issues Import Policy for Newly Introduced ITC (HS) Codes on Precious Metals under Finance Act 2025
- The Directorate General of Foreign Trade (DGFT) has amended the import policy and policy conditions for specific Indian Trade Classification (Harmonised System) 2022 [ITC (HS) 2022] codes, including those for precious metals, in line with the Finance Act 2025.
- The import policy for ITC(HS) codes under Chapter 71 of ITC (HS) 2022, Schedule (Import Policy), newly created under the Finance Act 2025 (dated March 29, 2025), has been notified with immediate effect.
- This amendment ensures consistency between customs duties and import regulations.

- New HS codes introduced for key precious metals items:
- Gold dore
- Silver dore
- Platinum containing at least 99% platinum
- Separate HS codes for gold and silver dore help customs track semi-processed forms of these metals, preventing misuse to bypass higher duties on refined gold and silver.
- The Finance Act 2025 addressed misuse involving platinum alloys:
- Under World Customs Organisation rules, any item with ≥1% platinum is classified as a platinum alloy.
- Some importers exploited this by labeling 99% gold products as platinum alloy to avail lower duties under India-UAE Free Trade Agreement (FTA).
- To block this loophole, a new HS code was introduced for platinum containing 99% or more pure platinum.

Reserve Bank of India Proposes Easing Investment Norms for Banks and NBFCs in Alternative Investment Funds (AIFs)
- The Reserve Bank of India (RBI) has proposed revised guidelines to ease investment norms for regulated entities (REs) like banks and Non Banking Finance Companies (NBFCs) in Alternative Investment Funds (AIFs).
- AIFs are privately pooled investment vehicles that invest in assets outside traditional categories like stocks and bonds.
Key Highlights :
- Under the new proposal:
- Total investment by all REs in any AIF scheme is capped at 15% of the scheme's corpus.
- Individual RE investment is capped at 10% of the corpus.
- Investments up to 5% by an RE in an AIF scheme are allowed without restriction.
- If an RE invests more than 5%, and the AIF has downstream debt investment in a debtor company of the RE, then the RE must make 100% provisioning for its proportionate exposure.
- In December 2023, RBI had barred investments in AIFs that were investing in existing/recent borrowers due to loan evergreening concerns and regulatory circumvention.
- In March 2024, RBI eased provisioning norms, and now further relaxation has been proposed after SEBI issued due diligence guidelines for AIFs.
- Certain AIFs set up for strategic purposes may be exempted from these norms by RBI in consultation with the government.
- The revised norms will apply prospectively, and existing investments will follow the current rules.
- RBI has invited stakeholder comments on the draft guidelines by June 8, 2025.
- The move aims to support rupee capital formation and recognizes the important role of banks and NBFCs as institutional investors in the AIF industry.

US 30-Year Treasury Yield Climbs to Highest Level Since 2023 Following Moody’s Downgrade
- 30-year Treasury bond yield reached its highest level this year at 5.02%, rising by 13 basis points (bps), the biggest one-day increase in over six months.
- The US lost its remaining AAA-credit rating from Moody’s Investors Service, which downgraded it by one notch from Aaa to Aa1 (note: the passage states "Aaa from Aaa," likely a typo, Moody’s downgrade means loss of top AAA rating).

Operation Olivia: Indian Coast Guard Safeguards Nearly 7 Lakh Olive Ridley Turtles on Odisha Coast
- Operation Olivia is an annual mission by the Indian Coast Guard (ICG) focused on marine conservation, especially protecting Olive Ridley turtles.
- In February 2025, the ICG protected a record 6.98 lakh Olive Ridley turtles nesting at the Rushikulya river mouth, Odisha.
- The operation runs every year from November to May, covering key nesting sites like Gahirmatha Beach and other coastal areas of Odisha.
- Odisha witnesses the arrival of over 8 lakh turtles annually during the nesting season.
- Since its inception, Operation Olivia has conducted over:
- 5,387 surface patrol sorties
- 1,768 aerial surveillance missions
- These efforts have helped reduce threats such as illegal fishing and habitat disruption.
- During recent operations, 366 boats involved in illegal fishing were detained, showing ICG’s active enforcement.
- ICG engages with local fishing communities by promoting Turtle Excluder Devices (TEDs) and collaborates with NGOs via MoUs to support sustainable fishing and conservation education.

Union Home Minister Amit Shah Launches New Overseas Citizen of India Portal in New Delhi
- Union Home Minister and Minister of Cooperation, Shri Amit Shah, launched the new Overseas Citizen of India (OCI) Portal in New Delhi.
- The launch was attended by senior officials, including the Union Home Secretary and Director of the Intelligence Bureau (IB).
- The new portal aims to provide world-class immigration facilities for OCI cardholders under the leadership of Prime Minister Narendra Modi.
- The revamped OCI portal features an updated user interface to simplify the registration process for Overseas Citizens.
- The portal will serve over 5 million existing OCI cardholders and new users with enhanced functionality, advanced security, and a user-friendly experience.

About OCI Scheme :
- The OCI scheme was introduced via an amendment to the Citizenship Act, 1955, in 2005.
- It allows Persons of Indian Origin to register as Overseas Citizens of India, if they were citizens on or after 26 January 1950 or were eligible then.
- Individuals linked to Pakistan or Bangladesh citizenship (self or ancestors) are not eligible.
Existing Portal & Need for Revamp:
- The existing OCI portal was launched in 2013.
- Operational in over 180 Indian missions abroad and 12 Foreigners Regional Registration Offices (FRROs).
- Processes around 2000 applications per day.
- The revamp addresses technological advancements and user feedback to improve the portal.
