  • The Markets regulator Securities and Exchange Board of India (SEBI) has issued new guidelines to streamline operations and enhance the ease of doing business for credit rating agencies (CRAs).
  • The guidelines aim to promote ease of doing business, bring about uniformity in handling appeals, protect investors, and foster the development and regulation of the securities market.
  • These modifications will be applicable, with effect from August 01, 2024.

What is a credit rating agency?

  • Credit rating agencies (CRAs) evaluate and assess an individual's or a company's creditworthiness by considering factors such as income, credit lines, and ability to repay debt, thereby analyzing any associated credit risks.
  • CRAs in India are regulated by SEBI (Credit Rating Agencies) Regulations, 1999, under the Securities and Exchange Board of India Act, 1992.

Key Provisions:

  • Specific Timelines :
  • Specific timelines for handling appeals made by companies regarding rating actions during periodic surveillance.
  • CRAs must communicate ratings to companies within 1 working day of the rating committee meeting.
  • Companies have 3 working days to request a review or appeal of the rating decision.
  • Press releases on ratings must be disseminated on the CRA's website and notified to stock exchanges or debenture trustees within 7 working days of the rating committee meeting.
  • Record Maintenance:
  • CRAs must maintain records of disclosures for 10 years, which can be shared with debenture trustees upon request.

  • For instance, refusal by a currency chest branch to adjudicate mutilated notes tendered by the public can result in a penalty of ₹10,000 per instance.

Indo-Russian joint venture delivers 35,000 AK-203 assault rifles to Ministry of Defence: Rostec   

  • The Indo-Russian Rifles Private Limited (IRRPL), a joint venture (JV) between India & Russia, has produced and transferred 35,000 Kalashnikov AK-203 assault rifles to the Indian Ministry of Defence, Rostec state corporation of Russia announced.
  • Of the delivered rifles, 10,000 have been handed over to units, and inspection of the remaining 25,000 is complete, with delivery to troops imminent.

AK-203 Rifle Specifications:

  • Type: The AK-203 is a Russian gas-operated, magazine-fed, select-fire assault rifle.
  • Cartridge: It is designed to chamber the 62×39mm cartridge.
  • Design Lineage: The AK-203 is one of the latest iterations of the AK series, originally designed by Mikhail Kalashnikov.
  • Development: Developed by Kalashnikov Concern in Russia in the 2010s, with the prototype of the AK-200 series beginning in 2007 and first tested in 2010.
  • IRRPL Establishment: IRRPL was established in 2019 as a collaboration between India’s Advanced Weapons and Equipment India Limited (AWEIL), Munitions India Limited (MIL), and Russia’s Rosoboronexport (RoE) and Kalashnikov Concern of Russia.
  • Location: The rifles are manufactured at the Korwa Ordnance Factory in Amethi district, Uttar Pradesh (UP).
  • Local Production: The joint venture aims to achieve 100% localization of AK-203 rifle production in India.
  • Significance: India is the first country outside Russia to start the production of AK-200 series assault rifles.

Annual Defence Production Reaches Record High of Approximately Rs 1.27 Lakh Crore in FY 2023-24    

  • The Ministry of Defence (MoD) has achieved the highest-ever growth in indigenous defence production in value terms during Financial Year (FY) 2023-24, on the back of the successful implementation of the policies and initiatives of the Government, led by Prime Minister Shri Narendra Modi, focusing on achieving ‘Atma Nirbharta Or self-reliance.

Key Highlights :

  • Growth in Defence Production:As per the data received from all Defence Public Sector undertakings (DPSUs), other public sector units (PSUs) manufacturing defence items and private companies, the value of defence production in the country has gone up to a record-high figure i.e., Rs 1,26,887 crore, reflecting a growth of 16.7% over the defence production of the previous financial year.
  • The value of defence production in FY 2022-23 was Rs 1,08,684 crore.
  • Contribution by Sectors :Of the total value of production (VoP) in 2023-24, about 2% has been contributed by DPSUs/other PSUs and 20.8% by the private sector.
  • Trend in Production Growth : The value of defence production has grown by more than 60% since 2019-20, when it stood at ₹79,071 crore.
  • Defence Exports : Defence exports also reached a record high of Rs 21,083 crore in FY 2023-24, reflecting a 32.5% growth over the previous fiscal’s Rs 15,920 crore.
  • India is currently exporting military hardware to around 85 countries including missiles, artillery guns, rockets, armoured vehicles, offshore patrol vessels, personal protective gear, a variety of radars, surveillance systems and ammunition.

Indian Space Research Organisation Selects 2 Gaganyaan Astronauts for International Space Station Mission Under Axiom-4  

  • As a part of the Axiom-4 mission, the Indian Space Research Organisation (ISRO) has shortlisted two of its four trained Gaganyaan astronauts to travel to the International Space Station (ISS).

About Axiom-4 Mission :

  • Axiom Mission 4 (or Ax-4) is a private spaceflight to the ISS.
  • It is operated by Axiom Space and uses a SpaceX Crew Dragon spacecraft.
  • The flight is in collaboration with NASA and will be the 4th flight of Axiom Space after Axiom Mission 1, Axiom Mission 2 and Axiom Mission 3.
  • Scheduled to launch in 2024, Axiom-4 will continue the company's pioneering efforts to establish a sustainable human presence in Low Earth Orbit (LEO).
  • Axiom-4 is expected to be a short-duration mission, lasting approximately 14 days.
  • Axiom Space's long-term vision includes building the world's first commercial space station.
  • The Axiom-4 mission is part of the company's broader plan to eventually transition from the ISS to their own independent orbital outpost.

Dal Khalsa founder Gajinder Singh Khalsa, hijacker of the 1981 Indian Airlines flight, Passed away in Pakistan  

  • 74-year-old Gajinder Singh, the wanted terrorist and hijacker of an Indian Airlines (IA) flight to Lahore in 1981, has died of a heart attack at a hospital in Pakistan.

About Gajinder Singh :

  • Singh was placed on the list of 20 most-wanted terrorists in 2002.
  • On September 29, 1981, Singh, along with four others-Tajinderpal Singh, Satnam Singh, Jasbir Singh Cheema, and Karan Singh—hijacked an Indian Airlines plane carrying 111 passengers and six crew members.
  • The hijackers forced the plane to land in Lahore, demanding the release of Jarnail Singh Bhindranwale and several other Khalistani extremists.
  • He was also the co-founder of terrorist outfit Dal Khalsa and actively involved in anti-India activities till recently.
  • In September 2020, the five high priests headed by the then officiating (High Priest) Jathedar of Akal Takht (Highest Temporal Seat of Sikhs) Harpreet Singh had decided to honour Gajinder Singh with the title Sikh warrior in-exile but the ceremony could not take place.
