Reserve Bank of India Introduces New Rules to Strengthen Customer Protection in Digital Banking Transactions
- The Reserve Bank of India (RBI) issued the RBI (Commercial Banks – Responsible Business Conduct) Third Amendment Directions, 2026 to strengthen customer protection in electronic banking transactions effective from 1 July 2026 under the Banking Regulation Act, 1949.
- The rules protect customers from fraud across digital banking channels including UPI payments, internet banking, mobile banking, debit/credit cards, and ATM transactions.
Key Highlights :
- Banks must send mandatory SMS alerts for all electronic transactions above ₹500 to improve fraud awareness and transaction monitoring.
- Customers will receive zero liability protection and transaction reversal if fraud occurs due to bank negligence, even if the customer does not report the fraud immediately.
- In cases of third-party breaches, banks will be liable if the customer reports fraud within 5 calendar days of the incident.
- Banks must resolve fraud-related complaints within 30 days of receiving the complaint.
- Victims of fraud up to ₹50,000 may receive 85% compensation of net loss (maximum ₹25,000) if conditions are satisfied.
- Compensation is provided only if the bank confirms the complaint as genuine (bona fide) through internal investigation.
- Compensation funding will be shared as 65% by RBI, 10% by customer’s bank, and 10% by beneficiary bank.
- The rules apply to commercial banks, excluding small finance banks, payments banks, regional rural banks, and local area banks.
- Electronic banking transactions include payments through internet banking, mobile banking, cards, and other electronic fund transfer systems under the Payment and Settlement Systems Act, 2007.
- Authorised transactions include those performed using OTP, PIN, passwords, CVV, or authentication challenge responses.
- Fraudulent transactions include those executed using stolen credentials, coercion, or scam-based deception where customers are tricked into transferring money.
- Bank negligence includes failure to maintain secure systems, not sending fraud alerts, or not providing fraud reporting mechanisms.
- Customer negligence includes sharing passwords/OTPs, ignoring fraud warnings, or installing malicious applications.
- Third-party breaches involve deficiencies from intermediaries such as Payment Aggregators (PA), Payment Gateways (PG), Telecom Service Providers (TSP), and Third Party Application Providers (TPAP).
- Customers must immediately report fraud to the bank and also file complaints through the National Cyber Crime Reporting Portal or Cyber Crime Helpline (1930).
- The reform strengthens digital financial security, customer liability protection, and responsible banking practices in India’s financial ecosystem.

Government Suspends Television Rating Points for TV News Channels for Four Weeks
- The Government of India directed the Broadcast Audience Research Council to suspend Television Rating Points (TRP) reporting for TV news channels for four weeks.
- The directive was issued by the Ministry of Information and Broadcasting on 7 March 2026 amid concerns about coverage of the Israel–Iran conflict in West Asia.
- The decision aims to prevent sensational reporting and reduce panic among viewers, particularly those with family or personal connections in conflict-affected regions.
- Authorities observed that intense competition for higher TRP ratings was encouraging sensational or exaggerated news coverage by some television channels.
- The Broadcast Audience Research Council (BARC) is India’s official body responsible for measuring television viewership data and calculating TRP ratings.
- BARC was established in 2010 to collect and analyze television audience measurement data across India.
- TRP ratings help broadcasters and advertisers understand programme popularity, audience reach, viewer engagement and advertising revenue allocation.
- The government invoked Clause 24.2 of the policy guidelines governing BARC operations, which requires the organization to comply with directives issued by the Ministry of Information and Broadcasting.
- Under this provision, BARC has been instructed to withhold publication of TRP ratings for TV news channels for four weeks or until further instructions.
- A similar step was taken in 2020, when the Ministry of Information and Broadcasting suspended TRP ratings for several weeks following allegations of TRP data manipulation investigated by the Mumbai Police.
- The earlier suspension aimed to restore transparency and credibility in India’s television audience measurement system.
Punjab Budget 2026–27 Presented with ₹2,60,437 Crore Outlay; Mukh Mantri Mawan Dhiyan Satkar Yojana Announced
- The Punjab Budget 2026–27 was presented by Finance Minister Harpal Singh Cheema in Punjab with a total outlay of ₹2,60,437 crore.
- The budget introduced a major welfare scheme Mukh Mantri Mawan Dhiyan Satkar Yojana aimed at strengthening financial security for women.
- Under the scheme, women will receive ₹1,000 per month, while Dalit women will receive ₹1,500 per month.
- The scheme is expected to cover around 97% of women in the state with a total allocation of ₹9,300 crore.
- Women who are not eligible under the scheme include:
– Government employees and pensioners
– Income tax payers
– Sitting or former Members of Parliament (MPs) and Members of Legislative Assembly (MLAs) - Women already receiving social security pensions will remain eligible for the scheme.
- The Finance Minister described the budget as “Saari Guarantiyan Puri Karan Wala Budget.”
- The budget allocated ₹18,304 crore for women welfare schemes.
- Additional allocations include ₹600 crore for free bus travel scheme for women, ₹932 crore under Integrated Child Development Services (ICDS), and ₹65 crore for free sanitary pads under the Navi Disha Scheme.
- The education sector received ₹19,279 crore, representing a 7% increase compared to the previous year.
- The government announced Sikhiya Kranti 2.0, a major school reform programme with ₹3,500 crore investment in collaboration with the World Bank to improve school infrastructure and teaching quality.
- The agriculture sector received ₹15,377 crore, marking a 6% increase.

- Urban development allocations include ₹1,000 crore for Municipal Development Fund, ₹500 crore for Punjab Municipal Services Improvement Project, and ₹665 crore for infrastructure in 149 urban local bodies.
- To promote sports culture, the budget allocated ₹1,791 crore for sports infrastructure, marking an 83% increase compared to the previous year.
- Planned initiatives include construction of 6,000 village playgrounds, development of 5,000 indoor gyms, and adventure sports camps in sub-mountainous areas under Public-Private Partnership (PPP) mode.

- If implemented, Karnataka would become the first Indian state to introduce a restriction on social media access for children under 16 years.
- The government stated that the measure is intended to reduce the negative effects of excessive mobile and social media usage among children and teenagers.
- The social media ban for children under 16 is currently a policy proposal, and the state government has not yet finalized mechanisms for age verification or enforcement across social media platforms.
- The proposal comes amid growing global concerns about digital addiction, harmful content exposure and targeted advertising affecting young users.
- The Government of Andhra Pradesh is also considering restrictions on social media usage for children, following the announcement by Karnataka.
- The Andhra Pradesh government plans to introduce a programme within 90 days to implement such restrictions.
- Authorities are also considering regulated or monitored access for teenagers aged 13 to 16 instead of a complete ban.
- At the national level, Union Minister for Electronics and Information Technology Ashwini Vaishnaw stated that several countries are examining age-based restrictions on social media usage.

- The SWAYATT Initiative on the Government e‑Marketplace (GeM) completed seven years, marking a major milestone in promoting inclusive public procurement in India.
- The SWAYATT Initiative (Startups, Women and Youth Advantage Through e-Transactions) was launched on 19 February 2019 to support startups, women entrepreneurs, youth, Self Help Groups (SHGs), and micro and small enterprises by enabling their participation in government procurement markets.
- The initiative aims to democratize public procurement, improve market access, and create greater business opportunities for emerging enterprises.
- The seven-year celebration brought together policymakers, entrepreneurs and ecosystem partners to highlight how digital procurement technology is transforming the public procurement system in India.
- Entrepreneurs shared experiences on how the SWAYATT Initiative helped them connect with government buyers and expand their businesses through the GeM platform.
- The initiative focuses on addressing three key challenges faced by emerging businesses: limited market access, limited financial opportunities, and lack of value addition in procurement systems.
- By using the GeM digital procurement platform, enterprises can directly participate in government procurement with greater transparency and reduced entry barriers.
- Women-led enterprises have recorded strong growth under the SWAYATT Initiative.
- The cumulative order value for women entrepreneurs on GeM increased from ₹1,265.62 crore in FY2018-19 to ₹83,323 crore in FY2025-26.
- During the same period, the order volume increased from 1,01,530 orders to 44,48,894 orders, reflecting the growing participation of women-led enterprises in public procurement.
- Startups have also significantly benefited from the initiative by gaining direct access to government procurement opportunities.
- The cumulative order value for startups increased from ₹497.24 crore in FY2018-19 to ₹54,005.8 crore in FY2025-26.

Karnataka Budget 2026–27 Presented with ₹4.48 Trillion Outlay
- The Karnataka Budget 2026–27 was presented by Siddaramaiah, Chief Minister of Karnataka, with a total outlay of ₹4.48 trillion for Financial Year 2026–27 (FY27).
- The budget introduced several major policy initiatives including a proposal to ban social media usage for children below 16 years, increased spending on education infrastructure, expansion of women welfare programmes, a ₹2,000 crore electric bus programme, and new technology and infrastructure projects.
- The total budget size of ₹4.48 trillion represents a 13.3% increase compared with the Financial Year 2025–26 revised estimates.
- The fiscal deficit is projected at ₹97,449 crore, which is 2.95% of the Gross State Domestic Product (GSDP).
- Revenue receipts are estimated at ₹3.15 trillion, while revenue expenditure is projected at ₹3.38 trillion.
- The total liabilities of the state are estimated at ₹8.24 trillion, reflecting increased investments in development projects.
- The budget proposed a ban on social media usage for children under the age of 16 years to reduce the harmful effects of excessive mobile usage, digital addiction and exposure to harmful online content.

World Health Organization Confirms Chile as First Country in the Americas to Eliminate Leprosy
- The World Health Organization (WHO), in collaboration with the Pan American Health Organization (PAHO), verified that Chile has eliminated leprosy as a public health problem.
- This makes Chile the 1st country in the Americas and the 2nd country globally (after Jordan) to achieve this public health milestone.
- Chile becomes the 61st country globally and the 6th country in the Americas to eliminate at least one Neglected Tropical Disease (NTD) under global disease control efforts.
- This achievement supports PAHO’s Disease Elimination Initiative, which targets the elimination of over 30 communicable diseases by 2030.
- According to WHO criteria, leprosy elimination is defined as a prevalence rate below 1 case per 10,000 population.
- Under the WHO Global Leprosy Strategy 2021–2030, transmission elimination requires zero locally acquired cases for 3 consecutive years and no cases among children for 5 years.
- The milestone reflects global progress in public health disease control, early diagnosis, and infectious disease prevention programmes.

- Balendra Shah, popularly known as Balen Shah, is set to become the Prime Minister of Nepal after his party’s landslide electoral victory.
- His party, Rastriya Swatantra Party (RSP), secured a major election victory in the first general election after the 2025 Gen Z youth protests.
- The RSP is expected to defeat former Prime Minister P. Sharma Oli, leader of the Communist Party of Nepal (Unified Marxist–Leninist).
- Early counting trends showed RSP leading in 100+ constituencies, surpassing the Nepali Congress in seat count.
- At 35 years of age, Balen Shah represents a new generation of political leadership emerging from youth-led political movements.
- Before entering politics, he gained popularity in 2013 as a rap artist, releasing songs criticising corruption and political elite systems.
- The RSP was formed in 2022 and has rapidly emerged as a strong youth-backed political movement in Nepal’s political landscape.
- Balen Shah defeated K. P. Sharma Oli in Jhapa-5 constituency by about 50,000 votes, securing 68,348 votes against Oli’s 18,734 votes.

President of India Names Justice Sushrut Arvind Dharmadhikari as Chief Justice of Madras High Court
- Droupadi Murmu, the President of India, appointed Sushrut Arvind Dharmadhikari as the Chief Justice (CJ) of the Madras High Court under Article 217(1) of the Constitution of India.
- He succeeded Manindra Mohan Shrivastava, who retired on 5 March 2026 after attaining the age of superannuation.
- The oath of office was administered by R. N. Ravi, Governor of Tamil Nadu, at Lok Bhavan, Chennai, where he also handed over the warrant of appointment issued by the President.
- Justice S.A. Dharmadhikari became the 55th Chief Justice of the Madras High Court, one of India’s chartered High Courts established in August 1862.
- He enrolled as an advocate in 1992 and served as Standing Counsel for the Union of India, Income Tax Department, and Reserve Bank of India (RBI) between 2000 and 2015.
- Prior to this appointment, he served as a Judge of the Kerala High Court and earlier as a Permanent Judge of the Madhya Pradesh High Court.
- He began his legal career under the guidance of his uncle Y. S. Dharmadhikari, former Advocate General of Madhya Pradesh.
- Justice Dharmadhikari also served as counsel for the Welfare Commissioner for victims of the Bhopal Gas Tragedy, contributing to relief and rehabilitation efforts.
- Under Article 217(1) of the Constitution, High Court judges are appointed by the President of India after consultation with the Chief Justice of India (CJI) and the Governor of the concerned State.

INS Tarangini Reaches Colombo After Conducting Sea Training for Sri Lanka Navy Seariders
- The Indian Navy’s sail training ship INS Tarangini arrived at Colombo, Sri Lanka after completing a sail training deployment for Sri Lanka Navy trainees.
- Three officers and 26 trainees from the Sri Lanka Naval and Maritime Academy embarked on INS Tarangini at Trincomalee for the sail training programme.
- During the sea sortie, trainees received intensive training in sail setting, navigation, and watchkeeping under sails, gaining practical experience in ship handling and manoeuvring.
- The deployment enabled trainees to operate and manage the vessel under guidance of the ship’s crew, enhancing their seamanship skills and operational knowledge.
- The training mission strengthened mutual learning and interoperability between the Indian Navy and Sri Lanka Navy, promoting maritime cooperation and defence collaboration.
- Upon arrival at Colombo, INS Tarangini was received by representatives of the Sri Lanka Navy and officials from the High Commission of India in Sri Lanka.
- The Commanding Officer of INS Tarangini met Jagath Kumara, Commander Western Naval Area, to discuss enhancing naval cooperation and sharing best practices.

- The MoU focuses on design, development, and manufacturing of satellite platforms for Very Low Earth Orbit (VLEO)
- The agreement was exchanged between Rashmi Kathuria, General Manager of BEL, and Rohan M. Ganapathy, CEO & CTO of Bellatrix Aerospace.
- Under the partnership, both organisations will develop integrated satellite solutions capable of supporting strategic defence missions and civilian space applications.
- The collaboration highlights India’s strategy of combining public sector manufacturing capabilities with deep-tech startup innovation in the space sector.
- Very Low Earth Orbit (VLEO) refers to orbital altitudes between 150 km and 450 km above Earth, where satellites can provide higher-resolution imaging, faster communications, and improved atmospheric observations.
- VLEO satellites also enable lower communication latency and reduced launch costs, but require advanced propulsion systems to counter atmospheric drag.

United States Successfully Tests Minuteman III Intercontinental Ballistic Missile from California Base
- The United States Air Force Global Strike Command conducted a successful test launch of the LGM-30G Minuteman III intercontinental ballistic missile (ICBM) from Vandenberg Space Force Base, California.
- The test launch was designated GT-255 (or Glory Trip 255) and was part of a long-term reliability testing programme, with more than 300 similar tests conducted over decades to ensure the strategic weapon system's effectiveness.
- The unarmed missile was equipped with two test reentry vehicles, which travelled approximately 4,200 miles before striking a target zone near Kwajalein Atoll in the Marshall Islands.
- The Minuteman III is a key component of the United States nuclear triad, which consists of land-based missiles, submarine-launched missiles, and strategic bombers.
- The missile is operated by the Air Force Global Strike Command, headquartered at Barksdale Air Force Base, and was first deployed in 1970, making it one of the longest-serving strategic systems in active service.
- Capabilities of Minuteman III:
- Travel speed exceeds 15,000 miles per hour (reaching approximately Mach 23 during terminal phase).
- Operational range is approximately 6,000 miles (over 9,600 km).
- Can carry nuclear warheads with destructive capacity significantly greater than the atomic bombs used in World War II.
