Andhra Pradesh Announces ₹25,000 Incentive for Second and Third Child to Address Declining Fertility Rate
- The Government of Andhra Pradesh has announced a financial incentive of ₹25,000 for couples who have a second or third child as part of a population boost policy.
- The initiative was announced by Chief Minister (CM) N. Chandrababu Naidu to address the declining fertility rate and rising ageing population in the state.
- The announcement was made while speaking in the Legislative Assembly of Andhra Pradesh, where the CM stated that the scheme aims to encourage families to have more children and maintain demographic balance.
- Under the scheme, couples will receive ₹25,000 at the time of delivery for having a second or third child.
- The initiative aims to increase the Total Fertility Rate (TFR) in the state and provide financial support to families.
- The ₹25,000 childbirth incentive policy is viewed as a major demographic intervention aimed at ensuring sustainable population growth.
- According to the state government, the Total Fertility Rate (TFR) in Andhra Pradesh is around 1.5, which is below the replacement level of 2.1 required to maintain population stability.
- Government data shows that around 58% of families have only one child, about 2.17 lakh families have two children, and nearly 62 lakh families have three or more children.
- Earlier, before 2004, state policies promoted smaller families and population control, including a law disqualifying individuals with more than two children from contesting local body elections.
- The government is now considering amending this rule to allow individuals with more than two children to contest elections, reflecting a shift towards encouraging population growth.
- The move also reflects broader demographic concerns across South India, where several states are witnessing declining birth rates, ageing populations, and potential long-term workforce shortages.
- Total Fertility Rate (TFR) refers to the average number of children a woman is expected to have during her lifetime.
- A TFR of 2.1 is considered the replacement level, meaning the population remains stable from one generation to the next.
- In India, fertility rates have been declining over the past few decades due to factors such as urbanization, higher education levels, rising living costs, and changing career priorities.
- While declining fertility is often linked to economic development, extremely low fertility rates may lead to ageing populations, labour shortages, and slower economic growth.

CURRENT AFFAIRS : SCIENCE & TECHNOLOGY
Indian Institute of Science Bengaluru Unveils Brain–AI Co-Processor Moonshot Research Initiative
- The Indian Institute of Science (IISc), Bengaluru, launched a “moonshot” project to develop AI-enabled brain co-processors aimed at enhancing or restoring brain functions.
- The project is supported by Pratiksha Trust, founded by Infosys co-founder Kris Gopalakrishnan and Sudha Gopalakrishnan.
Key Highlights :
- The initiative focuses on developing neuromorphic hardware integrated with Artificial Intelligence (AI) algorithms to decode brain signals, process them using AI, and send corrective neural feedback signals to the brain.
- The technology aims to improve cognitive rehabilitation, especially for stroke survivors suffering from motor function loss caused by cerebral artery strokes.
- Brain co-processors are emerging neurotechnology devices designed to augment or restore natural brain functions using closed-loop AI systems.
- These closed-loop neuro-devices can continuously record neural activity, interpret signals using AI, and provide neural stimulation or neurofeedback.
- The project will develop both non-invasive and implantable neural devices capable of supporting sensorimotor coordination and movement recovery.
- In Phase 1, researchers will build non-invasive neural co-processors to assist goal-directed movements such as reaching and grasping.
- In Phase 2, development will focus on minimally invasive embedded co-processors for patients with chronic neurological disorders.
- A key objective is to build indigenous neurotechnology capabilities in India, including neuromorphic computing systems, AI software stacks, and implantable hardware.
- Researchers will create India-specific brain datasets, including stereo EEG and electrocorticography (ECoG) recordings, to improve AI model training for neuroapplications.
- Open-source AI tools and digital public datasets will be developed as public research resources.
- The project is part of IISc’s Brain, Computation and Data Science Programme, involving 20+ multidisciplinary faculty members from neuroscience, bioelectronics, electrical engineering, and neuromorphic computing.
- IISc will collaborate with neurologists, therapists, and international research institutions to ensure clinical validation and real-world healthcare deployment.
- The technology may significantly advance neuro-rehabilitation science and support medical innovation in brain-computer interface research.
