On September 29, 2025, the Reserve Bank of India (RBI) announced seven regulatory changes to improve policy rate transmission, ease gold loan norms, and relax large exposure rules.
Out of these changes, three will take effect from October 1, 2025, while four are draft proposals open for public feedback until October 20, 2025.
Under the revised guidelines on interest rates, banks can now reduce spread components on floating-rate loans even before the 3-year lock-in period, helping accelerate policy rate transmission and reduce borrowers’ EMIs/interest burden.
Banks may offer borrowers the option to switch to fixed-rate loans at reset points, but it is no longer mandatory.
The RBI amended Basel III capital regulations, raising the eligible limit for Perpetual Debt Instruments (PDIs) issued in foreign currency or rupee-denominated overseas bonds, enhancing flexibility for banks to raise Tier-1 capital.
