RBI Penalizes ICICI Bank and Kotak Mahindra Bank for Failure to Report Fraud Incidents
- The Reserve Bank of India (RBI) imposed a penalty of ₹12 crore 19 lakh on ICICI Bank for breaching rules related to the code of conduct for the bank's directors and for failing to report fraud incidents.
- RBI's inspection reports revealed that ICICI Bank had granted loans to companies in which two of its directors also held directorship.
- This penalty comes even as ICICI Bank is trying to exorcise the scourge of the Central Bureau of Investigation’s charge that, under the then chief Chanda Kochhar, it sanctioned a ₹1,875 crore loan to the Videocon Group in violation of the lending policies.
- Last year, the RBI had imposed monetary penalties totaling₹12.17 crore on 7 private sector banks.
- The central bank separately penalised fellow private lender Kotak Mahindra Bank with a sum of ₹ 3.95 crore.
- The bank faced penalties for various violations, including levying interest on some loans contrary to the terms of sanction, failing to conduct an annual review of a service provider, and not ensuring that customers are not contacted between 7 pm and 7 am, as directed by the RBI.

PM launches India’s first Regional Rapid Transit System (RRTS) in Ghaziabad, Uttar Pradesh
- The Prime Minister, Shri Narendra Modi inaugurated the priority section of the Delhi-Ghaziabad-Meerut RRTS Corridor at Sahibabad RapidX Station in Ghaziabad, Uttar Pradesh.
- He also flagged off the Namo Bharat RapidX train connecting Sahibabad to Duhai Depot, marking the launch of the Regional Rapid Transit System (RRTS) in India.
- Shri Modi dedicated two stretches of east-west corridor of Bengaluru Metro.
- The Government of India is preparing to run more than 1300 electric buses in Delhi at an expense of Rs 600 crore.
- Out of these, more than 850 electric buses have already started plying in Delhi.
- Similarly, in Bangalore also, the Government of India is providing assistance of Rs 500 crore to run more than 1200 electric buses
- The Prime Minister also travelled on board the Regional Rapid Train Namo Bharat.
Delhi-Ghaziabad-Meerut RRTS Corridor
- The 17 Km priority section of the Delhi-Ghaziabad-Meerut RRTS Corridor will connect Sahibabad to ‘Duhai Depot’ with stations at Ghaziabad, Guldhar and Duhai on the way.
- The foundation stone for Delhi-Ghaziabad-Meerut corridor was laid by the Prime Minister on 8th March 2019.
PM hails Gujarat's Dhordo for being awarded as Best Tourism Village by UNWTO
- The Prime Minister, Shri Narendra Modi hailed the Dhordo village in Kutch district of Gujarat for being awarded as the Best Tourism Village by the United Nations World Tourism Organization (UNWTO).

Government amends aircraft rules commercial pilot licenses to be valid for 10 years
- Commercial pilot licenses will now be valid for ten years, with the government amending rules as part of efforts to further improve ease of doing business in the aviation sector.
- Till now, the validity of the Commercial Pilot License (CPL) was for five years and after completion of that period, it had to be renewed.
- The Civil Aviation Ministry amended the Aircraft Rules, 1937.
- Among various changes made, the validity of licenses in relation to Airline Transport Pilot License (ATPL) and CPL holders has been increased from five years to ten years.
- This change is expected to reduce administrative burden on pilots and aviation authorities like DGCA, promoting a more streamlined and efficient licensing process.
- Besides, rules have been amended to address concerns related to the display of lights in the vicinity of an aerodrome.
- It has also been clarified that the term 'light' encompasses lantern lights, wish kites, and laser lights.
- Also, the government's jurisdiction over those exhibiting such lights has been extended from 5 kilometers to 5 nautical miles around an aerodrome.
- Another amendment is that the requirement for validation of foreign licenses has been removed.
- This change signifies aligning the regulations with the evolving needs of the aviation sector.
- Further, the requirements related to continued competence for Air Traffic Controller (ATC) license holders have been liberalized.
- According to the ministry, this change offers increased flexibility to accommodate situations with limited movements or watch hours.
- ATC license holders must complete a minimum of ten hours of simulated exercises, including emergencies.
Election Commission announces dates for Assembly elections in Chhattisgarh, Madhya Pradesh, Mizoram, Rajasthan and Telangana
- The Election Commission of India announced the schedule for the upcoming Legislative Assembly elections in Chhattisgarh, Madhya Pradesh, Mizoram, Rajasthan and Telangana.
- The elections will begin on November 7 in Chhattisgarh and Mizoram.
- Chhattisgarh will go to the polls in two phases– first on November 7 and then on November 17.
- Polling in Madhya Pradesh will take place on November 17.
- Rajasthan and Telangana will go to polls on November 23 and 30 respectively.
- Counting for all states will take place on December 3.
- Out of these, 60.2 lakh will be first-time voters.
- In India, Article 324 (2) of the Indian Constitution provides that the Election Commission shall consist of the Chief Election Commissioner and such number of other Election Commissioners, as the President may from time to time fix.
Centre Now Plans 'One Nation, One ID' For All School Students
- The Union Ministry of Education is planning to create a unique identification number, Automated Permanent Academic Account Registry (APAAR), for every student from pre-primary to higher education.
- As part of the National Education Policy (NEP) 2020, the government is planning to create a 'One Nation, One Student ID' for every student.
- The Automated Permanent Academic Account Registry - APAAR, dubbed as the 'One Nation, one student ID' is an Education Ecosystem Registry or an 'EduLocker'.
- Earlier in May this year, the National Educational Technology Forum (NETF) head and former AICTE chairman Dr Anil Sahasrabuddhe had mentioned working on a registry of the entire educational ecosystem, comprising students, teachers, and schools and colleges.
- Automated Permanent Academic Account Registry (APAAR) will be in addition to the 12-digit Aadhaar ID.
- The APAAR ID will help in tracking students' academic journey and achievements.
- The APAAR ID, an Education Ecosystem Registry or edulocker, will also help students in storing all achievements like exam results, learning outcomes, achievements in the Olympiad or sports, etc.
- The Ministry of Education has directed all states and UTs to start the process of creating APAAR IDs for students.
- The data captured for Aadhaar ID will be the basis of the APAAR ID.

Enhancing Multilateral Development Banks' Performance by 2030: The G20 Expert Group's Triple Agenda Roadmap
- The G20 expert group has outlined a roadmap in its report, "The Triple Agenda: A Roadmap for Better, Bolder, and Bigger MDBs," aimed at enhancing the performance of Multilateral Development Banks (MDBs) by 2030.
- The group is led by notable figures, including Lawrence Summers, who served as the U.S. Treasury Secretary, and NK Singh, who chairs the 15th Finance Commission.
What is meant by MDBs?
- MDBs are financial institutions established by multiple member countries and operate under international law.
- Examples include the International Monetary Fund, World Bank, and Asian Development Bank.
- The volume one of the report suggested several key recommendations, including tripling annual lending levels of MDBs to $390 billion by 2030, expanding the mandate of MDBs to address extreme poverty, shared prosperity, and global public goods, and modernising funding models.
- The final report focuses on three broad sets of recommendations: transforming MDB operating models to support transformational investments, placing greater emphasis on engaging with the private sector, and scaling up financing at an affordable cost.
- An ideal MDB by 2030, should see its processing time, from concept note to first disbursement, shrink from 25 months (the average in 2017 for World Bank Group) to 12 months.
- It should enhance private capital mobilisation from 0.6 dollars, (the average in 2019) for each dollar they lend to 1.5-2 dollars.
- MDBs should be investing $3 trillion by 2030 to transition onto the path of “low-carbon, equitable, resilient and rapid economic growth”.
- To meet the demands for financing, MDBs need to triple their financing support to reach $390 billion by 2030, while also promoting and catalysing private sector investment.
- The proposal includes the establishment of the Global Challenges Funding Mechanism (GCFM), which targets investors seeking financial returns while supporting Sustainable Development Goals (SDGs), Global Public Goods (GPGs), and other impact areas.
- GCFM would work in coordination with MDB activities.
- GCFM would support projects nested in the activities of the MDB, using the project selection, governance, and quality assurances of the institution.
- Triple MDB concessional finance, which requires more donor pledges for the International Development Association (another arm of the World Bank Group).
- The World requires MDBs to accelerate new investments in EMDEs.
- The G20 Leaders’ Declaration called for effective implementation of the 2030 agenda on sustainable development, acceleration of efforts and enhancement of resources to meet Paris Agreement goals, and reforms for better, bigger and more effective MDBs.
India’s External Affairs Minister Jaishankar unveils Rabindranath Tagore's bust in Vietnam
- India and Vietnam have deep historical ties dating back nearly 2,000 years, linked to the heritage of Buddhism, External Affairs Minister S Jaishankar while unveiling the bust of Nobel Prize-winning author-poet Rabindranath Tagore in Bac Ninh city.
- Jaishankar expressed his gratitude to the leadership of Bac Ninh province, located east of Hanoi, for helping in installing the Tagore statue.
- Rabindranath Tagore's literary works are widely recognized, read, and appreciated throughout Vietnam.
- His writings have been included in Vietnamese textbooks
- Tagore's renowned work, "Gitanjali," was translated into Vietnamese and published in 2001.
- "Gitanjali" is a collection of poetry and is considered one of Tagore's most famous works and was published in India in 1910.
- Rabindranath Tagore was awarded the Nobel Prize for Literature in 1913 for the English translation of "Gitanjali," titled "Song Offerings."
- This made him the first non-European to receive this prestigious honour.
- In 1982, Vietnam issued a commemorative postage stamp in honour of Rabindranath Tagore, recognizing his enduring impact and contributions.

Kerala Chief Minister Pinarayi Vijayan flags-in first ever ship Zhenhua 15 into Vizhinjamport
- The Chief Minister of Kerala Shri Pinarayi Vijayan welcomed the first Chinese ship Zhen Hua 15 at the Vizhinjam International Seaport in Thiruvananthapuram.
Key Highlights :
- The Vizhinjam International Seaport is designed as an International Transhipment Deepwater Multipurpose Seaport.
- Its primary purpose is to cater to container transhipment activities, in addition to handling multi-purpose and break-bulk cargo.
- The project commenced in 2015 and is established as a landlord model with a Public Private Partnership (PPP) component.
- It operates on a design, build, finance, operate, and transfer (DBFOT) basis.
- It is India's first deep-water container transhipment port and the first automated port in India under construction.
- The port is connected by India's 3rd-longest railway tunnel (under construction).
- The Vizhinjam International Seaport is owned by the Government of Kerala.
- It is operated and maintained by the Adani Group through a concession agreement that spans 40 years.
- Once fully commissioned, the seaport is expected to cater to 75% of India's container transhipment needs, highlighting its strategic importance in the country's trade and logistics network.

- NIMSR is an auspicious occasion for the state of Nagaland and thanked the Union Govt for the importance given to strengthening medical education and health infrastructure in the state.
- He also thanked international partners like the World Bank and Japan International Cooperation Agency (JICA), along with other agencies and organizations involved in the NIMSR Kohima project.
- NIMSR Kohima aims at providing holistic medical education to MBBS students enrolled under NIMSR, comprehensive hospital based and community outreach health care services to patients through various Health Care Programs, extra and intramural research facilities.

India’s rank on Global Pension Index falls to 45 out of 47 countries
- India’s rank on the Global Pension Index 2023 declines to 45th position out of 47 countries.
- In 2022, India was ranked at 41st position out of 44 countries. In 2021, India was ranked at 40th out of 43 countries.
- India’s score improved slightly from 44.4 in 2022 to 45.9 in 2023.
- The report says India’s score improved mainly due to an improvement in the adequacy and sustainability sub-indices.
- Globally, the Netherlands is ranked at the first place. It is followed by Iceland and Denmark. Argentina is ranked last on the index.
- Mercer and CFA Institute have released the 15th annual Mercer CFA Institute Global Pension Index (MCGPI).
- The Netherlands had the highest overall index value (85.0).
- Iceland had an overall index value of 83.5.
- Denmark had an overall index value of 81.3.
- Argentina had the lowest index value (42.3).
- Global Pension Index 2023 compares 47 retirement income systems.
- It covers 64% of the world's population.
- It includes three new retirement income systems.
- They are Botswana, Croatia, and Kazakhstan.
- It uses the weighted average of the sub-indices of adequacy, sustainability, and integrity and measures each retirement system against more than 50 indicators.

Conservative party leader Christopher Luxon elected as New Zealand’s prime minister
- Christopher Luxon has been elected as the 42nd Prime Minister of New Zealand.
- He succeeded Chris Hipkins, who was the current Prime Minister of New Zealand.
- After six years of liberal rule, New Zealand elected Christopher Luxon, a conservative leader, as Prime Minister.
- The liberal government in New Zealand was primarily led by Jacinda Ardern for most of the time before this change in leadership.
- Christopher Luxon's National Party won approximately 40% of the vote, enabling him to secure the position of Prime Minister.
- He will form the government in alliance with the libertarian ACT Party.
- The Labour Party, which was in power, won around 25% of the vote in the election, marking a significant shift compared to the proportion it received in the previous election.

Foreign Ministry spokesperson Arindam Bagchi appointed as India's permanent representative to United Nations in Geneva
- Arindam Bagchi, presently Additional Secretary in the Ministry of External Affairs, has been appointed as the next Ambassador/Permanent Representative of India to the United Nations and other International Organisations in Geneva, Switzerland.
- Bagchi would be succeeding Indra Mani Pandey, the incumbent Indian envoy to the UN in Geneva.
- He was given the key charge in July 2020, and is now set to return to New Delhi after a three-year stint.

ISRO's Second Spaceport for Private Sector Small Satellite Launch Vehicles to Open in 2 Years in Tamil Nadu
- The 2nd spaceport of Indian Space Research Organisation (ISRO), which will be dedicated exclusively for Small Satellite Launch Vehicles (SSLVs) developed by the private sector, will come up in about two years at Kulasekarapattinam in Thoothukudi district of Tamil Nadu (TN).
- On October 10,2023 Pawan Goenka, Chairman of the Indian National Space Promotion and Authorization Centre (IN-SPACe), announced the development of a full launch center in Thoothukudi for SSLV launches.
- The new launch pad is intended for the exclusive use of the private sector.
- It will not be used for ISRO's own rocket launches.
- The SSLV will be completely transferred to the private sector.
- The SSLV, a 3-stage launch vehicle capable of launching approximately 500 kg satellites in a 500-km planar orbit, will be fully transferred to the private sector for development and operation.
- According to ISRO, SSLV is characterized by low cost, rapid turnaround time, flexibility in accommodating multiple satellites, launch-on-demand feasibility, and minimal launch infrastructure requirements.
- At present, ISRO has one space station, the Satish Dhawan Space Centre in Sriharikota with two launch pads from where the rocket launching operations of Polar Satellite Launch Vehicle (PSLV) and LMV3 are carried out.

Nobel Prize Winner & Ex U.S. Poet Laureate Louise Glück Passed away
- The Nobel prize-winning author and a former poet laureate of the United States Louise Glück, has passed away at the age of 80 in Cambridge, Massachusetts,the United States of America (USA).
About Louise Glück :
- Louise Glück was born in New York City on April 22, 1943.
- She was a prolific author, publishing more than a dozen books of poetry during her lifetime. Additionally, she wrote essays and a prose fable titled "Marigold and Rose."
- Glück's work was profoundly influenced by classical mythology, as well as the writings of Shakespeare and T.S. Eliot, among other literary inspirations.
- She served as the Poet Laureate of the United States from 2003 to 2004, a role that recognizes her significant impact on American poetry.
- Notable Works: Some of her acclaimed collections of poetry include "The Seven Ages," "The Triumph of Achilles," "Vita Nova," and the anthology "Poems 1962-2012."

- 2020 Nobel Prize in Literature: Louise Glück was awarded the Nobel Prize in Literature in 2020.

Indian Chess Grandmaster Karthikeyan Murali beats World number One Magnus Carlsen in Qatar Masters
- In Qatar Masters, the 24-year-old Indian chess grandmaster, Karthikeyan Murali, became the third Indian player to beat the world's number one player, Magnus Carlsen in classical chess.

Former England captain Alastair Cook announces retirement from professional cricket
- Former England captain Alastair Cook, his country's record Test runs scorer, has announced his retirement from professional cricket.
- The 38-year-old left-handed opener, who retired from international cricket in 2018, played his entire county career with Essex.
- His contract at the county expired at the end of the domestic season last month and Cook, part of Essex's County Championship-winning side in 2019, has elected against seeking a renewal.
- Cook was England Test captain from 2012 to 2017 and also captain for 69 one-day internationals from 2010-14.
