  • This expansion brings the total number of physical markets linked to e-NAM to over 1,400 mandis across 27 states and union territories.

Key Highlights

Integration Progress

  • Since its launch in April 2016, 1,389 mandis have been incorporated into the e-NAM platform.
  • State-wise mandi integration:
    • Tamil Nadu: 157
    • Rajasthan: 145
    • Gujarat: 144
    • Madhya Pradesh: 139
    • Maharashtra: 133
    • Uttar Pradesh: 125
    • Haryana: 108

Future Plans

  • Agriculture Minister Shivraj Singh Chouhan announced the integration of 1,500 additional mandis in the near future.

e-NAM Performance in 2024-25

  1. Trade Growth
    • Trade volume for April–October 2024-25: ₹39,000 crore, marking a 6% year-on-year growth.
    • Over the last five years, annual trade on e-NAM surged by 110%, from ₹34,940 crore in FY20 to ₹78,424 crore in FY24.
  2. Inter-Mandi and Inter-State Trading
    • Growing adoption of inter-mandi and inter-state trade, enabling better price discovery for farmers.
    • Key commodities traded: paddy, maize, cotton, cauliflower, onion, tomato, and more.

Farm Gate Purchases: Enhancing Farmer Convenience

  • Farmers in states like Andhra Pradesh, Gujarat, Karnataka, Rajasthan, and others have leveraged e-NAM's farm gate purchase model. This allows them to sell produce without physically transporting goods to mandis, reducing logistics costs and improving efficiency.

Policy Support for e-NAM Expansion

  • Relaxed norms for trader participation:
    • Allowing buyers and sellers from outside the state without bank guarantees.
    • Unified licenses for statewide trade access.
  • Encouragement of statewide procurement at the farm gate, fostering a smoother transition to digital trade platforms.

Education Loans Witness Strong Growth Amid New Reforms

  • India's education loan sector is experiencing rapid growth, fueled by government initiatives like the Pradhan Mantri Vidyalaxmi Scheme and increased participation from NBFCs.
  • This trend reflects rising demand for higher education, particularly abroad, and efforts to improve accessibility for students from lower-income families.

Key Highlights

  1. Education Loan Growth Outpaces Overall Credit Growth
  • 17.6% YoY growth in education loans (fortnight ending Sept. 20, 2024), surpassing overall credit growth (13%) and personal credit growth (13.4%), per RBI data.
  • Drivers include increased demand for overseas studies and government-backed reforms.
  1. Pradhan Mantri Vidyalaxmi Scheme
  • Offers collateral-free, guarantor-free education loans via a digital, student-friendly platform.
  • Features:
    • 3% interest subvention on loans up to ₹10 lakh for families earning up to ₹8 lakh annually.
    • Full interest subvention for families with annual incomes up to ₹4.5 lakh.
    • Backed by a government credit guarantee, encouraging banks to expand education loan coverage.
  • Aims to support 22 lakh students annually, focusing on admissions to India’s top 860 higher educational institutions.
  1. NBFCs Driving Growth
  • NBFCs are playing a pivotal role, particularly in big-ticket overseas education loans.
  • Education loan AUM of NBFCs grew:
    • 80% in FY23
    • 70% in FY24
    • Expected growth of 40-45% in FY25, reaching ₹60,000 crore.
  • Analysts highlight opportunities for growth due to rising tuition fees, inflation, and a doubling of Indian students studying abroad in the last five years (to 13.4 lakh).
  1. Lending Trends
  • Public Sector Banks: Primarily offer loans against collateral.
  • Private Sector Banks/NBFCs: Provide collateral-free loans based on academic and financial criteria.
    • Example: HDFC Bank offers collateral-free loans up to ₹50 lakh.

Challenges and Risks

  1. Economic Uncertainty and Job Market Concerns
  • Recessionary trends in the US and Europe impact job opportunities, potentially lowering demand for overseas education loans.
  • Lenders express caution, monitoring internship/job placement trends and keeping a watch on potential non-performing assets (NPAs).
  1. Rising NPAs in Education Loans
  • Education loans have an NPA rate of 3.6%, higher than auto loans (1.3%) and housing loans (1.1%).
  • Potential risks include repayment difficulties due to economic downturns and rising tuition costs.

Future Outlook

  • The PM Vidyalaxmi scheme is expected to enhance accessibility to education loans, particularly for economically weaker sections, and encourage skill development for a “Viksit Bharat.”
  • NBFCs and private banks are positioned to capitalize on rising demand for big-ticket loans in overseas education.
  • Close monitoring of global economic trends and prudent lending practices will be crucial to sustain growth while minimizing NPAs.

India to Replace 90-Year-Old Aircraft Act with the ‘Bharatiya Vayuyan Vidheyak 2024’

  • India is set to modernize its aviation regulations by replacing the outdated Aircraft Act of 1934 with the Bharatiya Vayuyan Vidheyak 2024, a new law aimed at improving aviation safety, boosting investment, and enhancing consumer rights.
  • The bill, which the Lok Sabha already passed, will be presented in the Rajya Sabha for consideration by Union Civil Aviation Minister Kinjarapu Ram Mohan Naidu.

Key Highlights of the Proposed Bill

  1. Efficient Air Operations and Consumer Protection
  • The bill seeks to create safer, more efficient air operations while improving the consumer protection environment.
  • A key focus is to enhance service quality in the aviation sector, ensuring that passenger rights are better safeguarded.
  • An online mechanism will be introduced to address passenger grievances with a time-bound response.
  1. Modernizing Regulatory Powers
  • The new law will remove redundancies from the outdated Aircraft Act and provide stronger regulatory powers to handle critical areas such as:
    • Air traffic management
    • The drone industry
  1. Alignment with Global Standards
  • The bill aims to align India’s aviation legislation with global standards, particularly in areas such as aircraft leasing, which will be made easier to attract foreign investments.
  • Regulations will be eased to create a more welcoming policy environment for investors in India’s aviation sector.
  1. Promoting Aircraft Manufacturing in India
  • One of the bill’s goals is to boost domestic aircraft manufacturing by regulating the design, assembly, and technology used in the industry.
  • The bill will govern the design, manufacture, maintenance, and operation of aircraft, as well as their sale, export, and import.

Historical Context and Need for Reform

  • The Indian Aircraft Act of 1934, which has undergone 21 amendments over the years, is now seen as outdated and inadequate for modern aviation challenges.
  • The Bharatiya Vayuyan Vidheyak 2024 is expected to address these issues, creating a more streamlined and efficient regulatory framework for the aviation sector in India.

India’s UDAN 2.0 Scheme: Enhancing Regional Connectivity and Infrastructure

  • India is working on the draft for the “UDAN 2.0” scheme, an upgraded version of the original UDAN (Ude Desh ka Aam Naagrik)
  • The scheme aims to improve last-mile air connectivity and support the development of cost-effective airport infrastructure across the country.
  • This new iteration of the regional air connectivity program is designed to extend beyond 2026 and address emerging challenges in the aviation sector.

Key Features of UDAN 2.0

  1. Expanding Regional Connectivity
  • The new scheme will focus on underutilised airstrips, with plans to develop over 100 airstrips that can support financially viable air operations.
  • As of now, the Ministry of Civil Aviation has operationalised 86 aerodromes, including 71 airports, 13 heliports, and 2 water aerodromes under the original UDAN scheme.
  1. Cost-Effective Airport Operations
  • One of the primary objectives of UDAN 2.0 is to make regional airports and advance landing grounds (ALGs) more financially viable.
  • The operational cost of small regional airports is estimated at ₹7 to ₹10 crore per year. The new scheme will focus on reducing these costs through technological interventions and improving efficiency in operations.
  1. Focus on Small and Remote Airports
  • UDAN 2.0 will prioritize airstrips and airports in Tier III and IV cities, along with ALGs previously used for military operations, making them accessible for civil aviation.
  • Efforts will be made to reduce operational costs and easier access to flight operations, particularly for helicopters, seaplanes, and light aircraft.
  1. Easing Regulations for Operators
  • The draft emphasizes simplifying regulations to reduce entry barriers for new airlines, helicopter operators, and seaplane services.
  • The government is focused on making air travel more affordable by attracting new players to the market. Affordable fares will be a key feature of the revised scheme.

Impact of the UDAN Scheme

  • Since its launch in 2016, the UDAN scheme has already facilitated over 1.44 crore passengers and 2.8 lakh flights across 601 routes.
  • The number of operational airports has doubled from 74 in 2014 to 157 in 2024, and the government has set an ambitious target to increase this number to 350-400 by 2047.
  • The Viability Gap Funding (VGF) and government concessions under the scheme have incentivized airlines to operate in underserved regions, ensuring wider regional connectivity.

Future Outlook

  • UDAN 2.0 aims to further enhance regional connectivity, making air travel more accessible to remote and underserved regions of India.
  • By focusing on cost reductions, regulatory simplification, and attracting more private operators, the scheme is expected to play a key role in shaping the future of Indian aviation.
