Reserve Bank of India revises priority sector lending guidelines, new rules effective from April 1, 2025

  • The Reserve Bank of India (RBI) has issued revised guidelines on Priority Sector Lending (PSL) to enhance the targeting of bank credit to key sectors of the economy.

International Monetary Fund Gives Initial Approval for $2 Billion Loans for Pakistan

  • Pakistan and the International Monetary Fund (IMF) have successfully concluded negotiations, leading to a staff-level agreement, as reported by the media.
  • The agreement provides Pakistan access to up to $1 billion under the Extended Fund Facility (EFF) and introduces a new 28-month Resilience and Sustainability Facility (RSF), granting an additional $1.3 billion (SDR 1 billion).
  • The IMF delegation, led by Nathan Porter, held discussions in Karachi and Islamabad from 24 February to 14 March 2025, later continuing negotiations virtually.
  • Pending approval by the IMF Executive Board, Pakistan is set to receive $1.0 billion (SDR 760 million) under the EFF, bringing total disbursements under the programme to $2.0 billion.
  • Despite economic challenges, Pakistan has made significant progress in restoring macroeconomic stability over the past 18 months.
  • The IMF report highlights that inflation has dropped to its lowest level since 2015, and the overall economic outlook has improved, with further positive developments anticipated.

New Insurance Plan and Digital Literacy Programme Launched For Indian Workers In Dubai

  • A new Group Protection Insurance scheme for blue-collar workers in the UAE has been introduced.
  • Facilitated by the Consulate General of India, the scheme has been launched by Dubai National Insurance (DNI) and its marketing partner Nexus Insurance Brokers LLC.

  • The eight-week live online training allows workers to interact with instructors in real time.

Telangana Assembly passes resolution adopting Central Organ Donation Act                      

  • The Telangana government has decided to adopt the Transplantation of Human Organs and Tissues Act (THOTA) to bolster organ and tissue donation in the state.

Key Highlights:

  • Originally introduced as the Transplantation of Human Organs Act, 1994, the law was amended in 2011 to allow for the transplantation of both organs and tissues.
  • The amended THOTA, which came into force in 2014, is already operational in 24 states across India.
  • By adopting this law, patients in Telangana will be able to save around six months previously required for the legal and administrative process in non-blood-group-matching transplants.
  • Currently, Hyderabad records around 1,200 kidney transplants annually, with the number expected to increase by 12% to 16%, reaching approximately 1,400 transplants by 2025.
  • The adoption of ABO-incompatible and swap kidney transplants will now allow patients without a blood-group-matching donor to receive life-saving transplants.
  • However, the Telangana government is yet to finalize the rules for these procedures.
  • One of the key advantages of the amended THOTA is its coverage of both organs and tissues.
  • In addition to vital organs such as the heart, kidneys, and liver, the new provisions permit transplantation of tissues like skin, bone marrow, blood vessels, and heart valves.
  • This will allow organs and tissues to be harvested from brain-dead donors, increasing the chances of saving patients in need.
  • The law also includes provisions for organ donation between near relatives, including spouse, children, parents, siblings, and grandparents.
  • This will particularly benefit children with genetic disorders requiring liver transplants, as grandparents can now legally donate organs to save their grandchildren.
  • To curb illegal organ trade, the new amendments introduce stricter penalties.
  • Previously, violators faced a fine of ₹5,000 and up to three years in prison, but under the revised law, penalties have been raised to ₹1 crore and up to 10 years of imprisonment for involvement in organ trafficking.
  • Another major change is the broadening of criteria for declaring brain death.
  • Earlier, only neurosurgeons and neurophysicians were authorized to declare brain death, but the new law extends this authority to physicians, surgeons, intensivists, and anesthetists.
  • This expansion is expected to reduce wastage of viable organs from brain-dead patients and increase the number of transplants.
  • To oversee organ donation and transplantation, the government will establish an advisory committee to ensure that all procedures follow legal and ethical guidelines.
  • Under the law, organs collected from brain-dead donors in other states can also be transplanted to patients in Telangana, provided coordination is established with organ transplant organizations from other states.
  • The government is also setting up Organ and Tissue Collection Centres and Storage Centres to facilitate and promote organ donation.
  • This initiative is expected to strengthen Telangana’s transplant system and boost medical tourism, positioning the state as a key hub for organ transplants.

  • The Ministry of Defence (MoD) has signed contracts with Bharat Forge Limited and Tata Advanced Systems Limited for the procurement of 155mm/52 Calibre Advanced Towed Artillery Gun Systems (ATAGS) and High Mobility Vehicle 6x6 Gun Towing Vehicles, respectively, with a total contract value of approximately Rs 6,900 crore.
  • The agreements were formalized in the presence of Defence Secretary Rajesh Kumar Singh at South Block, New Delhi, marking a cumulative capital procurement contract value of Rs 1.40 lakh crore in the ongoing Financial Year 2024-25.

Defence Research and Development Organisation & Indian Navy Successfully Test Fired Indigenously Developed Short-Range Surface-To-Air Missile

  • The Defence Research and Development Organisation (DRDO) and the Indian Navy successfully conducted a flight test of the Vertically-Launched Short-Range Surface-to-Air Missile (VLSRSAM) from the Integrated Test Range (ITR), Chandipur, off the Odisha coast.
  • The missile, indigenously developed, was launched from a land-based vertical launcher against a high-speed aerial target at very close range and low altitude, demonstrating its Near-Boundary-Low Altitude capability.
  • During the test, the target was successfully destroyed, with the missile executing a high turn rate, showcasing its agility, reliability, and pinpoint accuracy.
  • The trial was conducted in combat configuration, incorporating all weapon system elements, including the indigenous Radio Frequency seeker, Multi-Function Radar, and Weapon Control System, which performed as expected.
  • The performance validation was carried out using flight data captured by Range Instruments developed at ITR Chandipur.

After delays, GE Aerospace announces delivery of jet engines for Tejas LCA-Mk1A

  • The Indian Air Force (IAF) is set to receive 83 Tejas Mk-1A jets, as per a ₹48,000 crore contract signed in February 2021.
  • HAL faced delays in Tejas jet deliveries, partly due to the delayed supply of F404 engines.
  • The engine, manufactured in Lynn, Massachusetts, will reach India by early next month.
  • The F404-IN20 engine is custom-designed for India's single-engine fighter programme with the highest thrust in the F404 family.
  • It features a higher-flow fan, single-crystal turbine blades, and specialized components for enhanced performance.
  • The F404 engine powered the Tejas' first test flight in 2008, achieving Mach 1.1 speed.
  • By 2016, 65 F404-IN20 engines had been delivered for Tejas LCA, but production was halted as there were no additional orders.
  • After HAL ordered 99 more engines in 2021, GE revived production after a five-year hiatus, overcoming COVID-era supply chain challenges.
  • The Tejas LCA is expected to be the backbone of the IAF, with 97 additional jets planned for procurement.
