Cabinet Approves Creation of ‘Bharat Maritime Insurance Pool (BMI Pool)’ with ₹12,980 Crore Sovereign Guarantee for Continuous Maritime Insurance Coverage
- The Union Cabinet chaired by Prime Minister Narendra Modi approved the creation of a domestic insurance pool named the ‘Bharat Maritime Insurance Pool (BMI Pool)’.
- The pool will be backed by a sovereign guarantee of ₹12,980 crore to ensure continuous maritime insurance coverage.
- It aims to provide affordable insurance for vessels and cargo moving between international ports and Indian ports, including during transit through volatile maritime corridors.
- The initiative addresses rising risks due to global volatility and geopolitical instability, which have increased marine insurance costs and uncertainty.
- Currently, India relies heavily on the International Group of Protection and Indemnity (IGP&I) Clubs for third-party liability insurance.
- These include coverage for oil pollution liability, wreck removal, cargo damage, crew injury and repatriation, and collision liabilities.
- The BMI Pool will ensure domestic maritime risk coverage to maintain sovereignty and trade continuity, even during sanctions or geopolitical disruptions.
- It will cover Hull & Machinery, Cargo, Protection & Indemnity (P&I), and War risk insurance.
- The pool will be operated by participating insurers using a combined underwriting capacity of around ₹950 crore.
- It will help develop domestic marine insurance expertise, including underwriting, claims management, and legal capabilities in India.
- A Governing Body will oversee the formation and functioning of the BMI Pool.
- The sovereign guarantee supports objectives of self-reliance, sanctions resilience, and sovereign control over maritime insurance systems.

Cabinet Approves Additional Instalment of Dearness Allowance for Central Government Employees and Dearness Relief for Pensioners Effective from 01 January 2026
- The Union Cabinet chaired by Prime Minister Narendra Modi approved an additional instalment of Dearness Allowance (DA) for Central Government employees and Dearness Relief (DR) for pensioners.
- The revised DA/DR will be effective from 01 January 2026 (01.01.2026).
- The increase is 2% over the existing rate of 58% of Basic Pay/Pension, aimed at compensating for price rise (inflation impact).
- The combined financial burden on the exchequer will be approximately ₹6,791.24 crore per annum.
- The decision will benefit around 46 lakh Central Government employees and 68.27 lakh pensioners.
- The revision follows the accepted formula based on the recommendations of the 7th Central Pay Commission (7th CPC).
- The move aims to provide income support and inflation protection to government employees and pensioners.
Andhra Pradesh Capital Region Development Authority to Raise ₹15,000 Crore from World Bank and Asian Development Bank for Amaravati Development
- The Andhra Pradesh Capital Region Development Authority (APCRDA) has secured ₹40,887 crore so far for the development of Amaravati, the greenfield capital city of Andhra Pradesh.
- The state government plans to raise an additional ₹15,000 crore from the World Bank and the Asian Development Bank (ADB).
- The total estimated requirement for the Amaravati capital city project exceeds ₹43,000 crore, indicating a funding gap that is yet to be addressed.
- Major funding sources include NaBFID (₹7,500 crore), HUDCO (₹11,000 crore), and NABARD (₹7,387 crore), apart from multilateral loans.
- The project includes development of over 1,200 km of last-mile connectivity, along with cycle tracks, footpaths, and underground utility infrastructure.
- The Amaravati master plan integrates existing villages with new urban development, ensuring a balanced urban expansion model.
- All 26 villages in the capital region have been classified as “R1 Zone” and retained wherever feasible in the master plan.
- Land pooled under the scheme is being developed into residential, commercial, and recreational zones to build a world-class capital city.
- Farmers who contributed land under the Land Pooling Scheme have been allotted around 70,000 returnable plots.

All India Council for Technical Education Launches VAANI 3.0 Scheme to Promote Indian Languages in Technical Education
- The All-India Council for Technical Education has launched the third edition of the AICTE-VAANI Scheme (Vibrant Advocacy for Advancement and Nurturing of Indian Languages) to promote the use of Indian languages in technical education and research and improve accessibility for students from diverse linguistic backgrounds.

- A dedicated online portal has been introduced to simplify participation by institutions.

Women’s Reservation Bill 2026 Defeated in Lok Sabha Despite Majority Support
- The Constitution (131st Amendment) Bill, 2026, which proposed 33% reservation for women in the Parliament and State Legislative Assemblies, was defeated in the Lok Sabha despite receiving more votes in favour than against, as it failed to secure the required two-thirds special majority needed for a Constitutional Amendment.

- at least 50% of the total strength of the House, which the Bill could not achieve.
- It became the first Constitutional Amendment Bill in the last 12 years introduced by the Government led by the Honourable Prime Minister Narendra Modi to be defeated in the Lok Sabha.
- Opposition parties raised concerns linking the Bill with delimitation, which refers to the redrawing of electoral boundaries based on population changes, arguing it could affect the political balance between regions, especially southern States.
- The Honourable Union Home Minister Amit Shah stated that the opposition blocked the Bill despite its importance for women’s empowerment.
- The proposal for women’s reservation in legislatures has been under discussion for over four decades, and previous attempts to pass similar Bills also faced political challenges.

Over 55,200 Startups Recognised in Financial Year 2025–26 under Startup India Initiative
- The Government of India recognised over 55,200 startups during Financial Year 2025–26, the highest annual addition since the launch of the Startup India Initiative on 16 January 2016, reflecting strong growth in India’s startup ecosystem.

- Total recognised startups in India crossed 2.23 lakh as of 31 March 2026.
- Recognised startups have generated more than 23.36 lakh direct jobs across the country.
- Startup expansion has been observed across sectors such as financial technology (FinTech), education technology (EdTech), health technology (HealthTech) and deep technology (DeepTech).
- Under the Fund of Funds for Startups, more than ₹7,000 crore has been disbursed to over 135 Alternative Investment Funds, which invested over ₹26,900 crore in 1,420+ startups.
- Under the Startup India Seed Fund Scheme, 219 incubators have been selected with a committed corpus of ₹945 crore to support early-stage startups.
- The Credit Guarantee Scheme for Startups was expanded during Financial Year 2025–26, increasing guarantee cover from ₹10 crore to ₹20 crore per borrower and reducing annual guarantee fees for lenders.

- The World Economic Forum released its April 2026 report titled ‘Growth in the New Economy: Towards a Blueprint’ highlighting global economic trends.
- The global economy is projected to expand by USD 56 trillion over the next five years, driven by Artificial Intelligence (AI), quantum computing, and other emerging technologies.
- Growth will be concentrated in sectors where digitisation and automation significantly improve productivity.
- Key growth sectors include Information Technology (IT) services, advanced manufacturing, energy, and other technology-driven industries.
- Middle-income economies are expected to become major contributors to global expansion.
- These economies are projected to contribute around 65% of cumulative global GDP growth (2025–2030).
- In contrast, low-income economies, despite having the fastest growth rates, will account for only about 1% of global growth.
- Regionally, Asia is expected to remain the primary engine of global economic growth.
- Asia alone is projected to contribute more than 50% of total global growth during the period.

- A team of scientists from India and Indonesia discovered a new species of burrowing reed snake named Calamaria garoensis.
- The species was discovered in Oragitok, West Garo Hills, Meghalaya.
- The new snake is commonly known as the Garo Hills reed snake.
- The discovery was published in the international peer-reviewed journal Taprobanica.
- Calamaria garoensis belongs to the genus Calamaria, commonly called reed snakes.
- Reed snakes are known to be small, secretive, and burrowing in nature.
- These snakes were often misidentified earlier as Calamaria pavimentata, which is now recognised as a species complex.
- The newly discovered species is a small, non-venomous snake.
- Key identifying features include a subtle neck (nuchal) ring, a short blunt tail with a black stripe underneath, and smooth scales arranged in 13 rows.
- Its body is dark brown with faint stripes, helping distinguish it from related species.

- He served as President of the Indian Olympic Association (IOA) from 2014 to 2017.
- Earlier, he held key roles in IOA as Associate Vice-President (2001) and Vice-President (2005).
- He also served as President of the World Squash Federation (WSF) from 2008 to 2016.
- Additionally, he was the President of the Asian Squash Federation (ASF) from 2001 to 2009.
- He played a major role in promoting squash globally and strengthening India’s presence in international sports administration.
