Reserve Bank of India Proposes Targeted Freezing of Disputed Amounts in Suspected Cyber Fraud Cases

• The Reserve Bank of India (RBI) has proposed a targeted framework for suspected money-mule accounts and cyber fraud, under which banks would freeze only the disputed transaction amount instead of freezing the customer’s entire account.
• The proposed framework is intended to replace the existing practice of freezing entire bank accounts, providing a more targeted mechanism for suspected fraudulent transactions.

Key Highlights :

• Banks will be required to use AI-based transaction monitoring systems to identify unusual transfers of ₹1,000 or more.
• Transactions may be flagged when they are sudden, disproportionate to the customer’s declared profile, or linked to known cyber-fraud networks.
• The proposed directions will amend the existing RBI KYC Directions, 2025, relating to bank account operations and money-mule accounts.
• Customers will receive 20 calendar days to establish the legitimacy of a disputed transaction by providing identity proof, transaction context or documents showing the source of funds.
• Banks will then have 10 calendar days to examine the customer’s explanation and supporting documents.
• If the customer’s explanation is satisfactory, the bank must immediately lift the temporary hold on the disputed amount.
• If the customer does not respond within 20 days or fails to satisfactorily explain the transaction, the bank must refer the case to the jurisdictional police through the NCRP/CFCFRMS portal.
• After referral, law-enforcement authorities will have 30 days to issue a formal statutory restraint order if required, preventing banks from keeping funds frozen indefinitely on their own.
• The framework follows the Supreme Court’s order dated 4 August 2026, which directed the RBI to prescribe and circulate an SOP for temporary debit holds on amounts or accounts linked to money-mule activity and cyber-enabled fraud.
• The proposed directions would apply to commercial banks, including Small Finance Banks, Payments Banks, Regional Rural Banks (RRBs) and Local Area Banks (LABs), as well as Urban Cooperative Banks (UCBs).
• The proposed framework is scheduled to come into effect from 1 April 2027, although individual banks may implement the procedure earlier.

Reserve Bank of India Rejects Tata Sons’ Request to Surrender Non-Banking Finance Company Licence and Remain an Unregistered Core Investment Company

• The Reserve Bank of India (RBI) rejected Tata Sons Ltd’s application to surrender its Non-Banking Finance Company (NBFC) licence and remain an unregistered Core Investment Company (CIC).
• RBI directed Tata Sons, the principal holding company of the Tata Group, to comply with all regulatory requirements applicable to an NBFC–Upper Layer (NBFC-UL).
• The RBI’s decision effectively means that Tata Sons will have to pursue a public listing/IPO, ending years of uncertainty over its listing.

Key Highlights :

• Tata Sons was classified as an NBFC-UL because of its size, interconnectedness and systemic importance under the RBI’s Scale Based Regulation (SBR) framework.
• Under the revised criterion mentioned in the information provided, NBFCs with assets of ₹1 lakh crore or more can be classified as NBFC-UL.
• Once an NBFC is classified as NBFC-UL, it is subject to enhanced regulatory requirements for at least five years from the date of its classification.
• The RBI had included Tata Sons in its 2026–27 list of 17 NBFCs in the Upper Layer, subjecting it to enhanced regulatory requirements and a mandatory listing within three years of identification.
• Tata Sons had sought de-registration because it was predominantly owned by charitable trusts, was not mobilising public funds and functioned as a Core Investment Company (CIC).
• The RBI’s earlier 2022 circular had required Tata Sons and other large NBFCs to comply with listing requirements under the Scale Based Regulation framework.
• The RBI’s SBR framework categorises NBFCs into Base Layer (NBFC-BL), Middle Layer (NBFC-ML), Upper Layer (NBFC-UL) and Top Layer (NBFC-TL).
• An NBFC-UL is an NBFC requiring enhanced regulatory oversight because of factors such as size, systemic importance, interconnectedness and risk profile.
• The Shapoorji Pallonji Group, which holds around 18% stake in Tata Sons, has supported the listing to unlock capital invested in the Tata Group holding company.
• Around 66% of Tata Sons is owned by charitable trusts, including Tata Trusts, making the listing issue particularly significant for the group’s ownership structure.
• The proposed listing would subject Tata Sons to enhanced corporate governance, regulatory compliance and disclosure requirements.
• The decision comes amid discussions around governance issues and leadership transition at Tata Sons, with Chandrasekaran having offered not to seek reappointment as Chairman.
• Noel Tata, Chairman of Tata Trusts, faces the task of managing the leadership transition while preparing Tata Sons for a time-bound public listing.

Bankers’ Books Evidence Act, 2026 to Come into Force from October 1, 2026

• The Ministry of Finance (MoF) notified the implementation of the Bankers’ Books Evidence Act, 2026, which replaces the Bankers’ Books Evidence Act, 1891.
• The Bankers’ Books Evidence Act, 2026 provides a modern legal framework for using banking records as evidence in line with contemporary banking practices and technology.
• The Act received the assent of President Droupadi Murmu on 13 August 2026.
• The provisions of the Act will come into force from 1 October 2026, as notified by the Gazette Notification dated 10 September 2026.
• The Act adopts a technology-neutral approach by recognising banking records maintained in physical, electronic, digital, virtual and cloud-based forms.
• The framework also recognises records maintained at backup and disaster-recovery sites, reflecting modern banking infrastructure.
• The Act provides simplified and standardised certification of banking records, including certification through manual, digital or electronic signatures.
• Greater clarity has been provided regarding the summoning of bank officials when the bank is not a party to the proceedings.
• In such cases, the Court must record a “special cause” in writing before summoning bank officials.
• The Central Government has been empowered to extend the provisions of the Act to specified financial-sector entities or classes of entities, allowing the framework to adapt to the evolving financial system.
• The new law aims to support ease of doing business, modernise the legal and regulatory framework, and strengthen the banking and financial sector.

Paisabazaar, Federal Bank and National Payments Corporation of India Launch Paisaback Credit Card at Global Fintech Festival 2026

• Paisabazaar, in partnership with Federal Bank and National Payments Corporation of India (NPCI), launched the Federal Bank Paisabazaar Paisaback Credit Card at the Global Fintech Festival in Mumbai in September 2026.
• The card is a co-branded RuPay credit card designed primarily for grocery spending.
• The card offers 7.5% cashback on eligible online and offline grocery purchases.
• Eligible grocery merchants include Reliance Fresh, DMart, Star Bazaar and Nature’s Basket, while eligible quick-commerce platforms include Blinkit, Zepto, Swiggy Instamart and BigBasket.
• The card provides 1% cashback on eligible Point-of-Sale (POS) and e-commerce transactions beyond grocery spending.
• It also offers 0.5% cashback on eligible UPI transactions above ₹2,000, excluding grocery, fuel and travel transactions.
• The overall cashback benefit is capped at ₹1,000 per month across eligible transactions.
• At the 7.5% cashback rate, the monthly cashback cap of ₹1,000 would be reached with approximately ₹13,333 of eligible grocery spending.
• Cashback is credited in the form of Cash Points, which remain valid for one year.
• The card carries a ₹500 joining fee and ₹500 annual fee.
• The annual fee is waived if the cardholder spends at least ₹1.5 lakh in a year.
• The card also provides a fuel surcharge waiver of up to ₹100 per billing cycle.

• Mastercard launched a pilot of its One Credential solution in India in partnership with City Union Bank (CUB), introducing India’s first experience that combines consumer and commercial payment relationships under a single tokenised credential.
• Mastercard One Credential is designed for consumers and Small and Medium-sized Enterprises (SMEs), allowing multiple eligible payment relationships to be linked to one primary card.
• Cardholders can set transaction-routing rules based on transaction amount, merchant category and payment channel, and payments are automatically routed to the appropriate underlying funding source.
• Customers can update their payment preferences at any time, allowing the funding arrangement to change according to their evolving financial needs.
• The solution provides greater control and flexibility over payment funding while reducing the need to carry or switch between multiple physical cards.
• For example, a customer can designate a travel-focused card for travel purchases so that travel-specific rewards and benefits are automatically used without any action at checkout.
• For SMEs, One Credential helps keep personal and commercial expenses clearly separated while providing access to business-focused benefits.

Citi Introduces eFPI@Citi to Cut FPI Registration Time to Five Business Days

• Citi launched eFPI@Citi, a digital solution designed to reduce the Foreign Portfolio Investor (FPI) registration time in India to just 5 business days.
• The eFPI@Citi solution was launched at the Global Fintech Festival (GFF) 2026 in Mumbai, where Citi is the Banking Innovation Partner.
• The solution uses technology to simplify and accelerate the FPI onboarding and registration process, making market entry faster, more predictable and efficient for eligible foreign investors.
• Previously, FPI registration could take several weeks to a few months, whereas eFPI@Citi targets a 5-business-day registration timeline.
• The initiative comes as India gains increasing prominence among global investors, making a faster and easier market-entry process important for international investors.
• Citi’s Services business in India oversees approximately one-third of FPI Assets under Custody (AUC) in the country, positioning it to support global investors at scale.
• The eFPI@Citi service is being rolled out in phases, with Phase I already live.

• World Circular Economy Forum 2026 was inaugurated in Gandhinagar, Gujarat, by Union Minister for Environment, Forest and Climate Change Bhupender Yadav and Gujarat Chief Minister Bhupendrabhai Patel.
• The forum is being held from 15 to 18 September 2026 under the theme “Circular Economy: Transition for People and Prosperity.”
• The World Circular Economy Forum 2026 marks the first time the forum is being hosted in South Asia, highlighting India’s growing role in the global circular economy.
• The forum focuses on promoting resource efficiency, sustainable production and consumption, waste reduction, innovation and international cooperation.

Key Highlights

• India has strengthened its circular economy framework through sector-specific waste management rules and Extended Producer Responsibility
• As of August 2026, more than 83,000 producers and 4,802 recyclers were registered under various Extended Producer Responsibility frameworks.
• Nearly 24 lakh metric tonnes of waste had been processed across regulated waste streams under these frameworks.
• India has promoted international cooperation through initiatives such as the Resource Efficiency and Circular Economy Industry Coalition, launched during India’s Group of Twenty Presidency.

Tata Steel Commissions India’s First Coke Oven Gas Injection Project at Odisha Plant

• Tata Steel commissioned India’s first Coke Oven Gas injection project at its Meramandali steel plant in Dhenkanal, Odisha.
• The project aims to reduce fossil-fuel consumption and carbon dioxide emissions from conventional blast furnace-based ironmaking.
• Coke Oven Gas is a hydrogen- and hydrocarbon-rich by-product generated during coke production and contains more than 55% hydrogen, along with methane.

Key Highlights

• Under the project, Coke Oven Gas is cleaned to remove tar and sulphur and is then injected directly into the blast furnace through tuyeres.
• The project was implemented with Paul Wurth-SMS as the technology partner and Kobelco as the equipment supplier.
• Hydrogen present in Coke Oven Gas acts as a reducing agent, partially replacing carbon-based inputs and helping lower overall carbon dioxide emissions.
• Coke Oven Gas injection reduces the requirement for metallurgical coke and coal, improving resource efficiency and reducing fossil-fuel consumption.
• The technology allows the blast furnace to operate with a three-fuel system, providing greater operational flexibility and efficiency.
• The initiative supports Tata Steel’s Net Zero by 2045 target by reducing the carbon intensity of ironmaking without requiring a fundamental change to the existing blast furnace process.
• Meramandali steel plant is one of India’s leading integrated steel manufacturing facilities and is the largest producer of auto-grade steel in India.
• The Meramandali plant was formerly known as Bhushan Steel Limited and became part of Tata Steel after its acquisition by Bamnipal Steel Limited, a wholly owned subsidiary of Tata Steel, in 2018.
• The acquisition was among the early landmark resolutions under the Insolvency and Bankruptcy Code, 2016.

• The 62nd Asia Pacific Network Information Centre Conference (APNIC 62) was held in Mumbai, hosted by the National Internet Exchange of India and co-hosted by the Internet Service Providers Association of India.
• APNIC 62 marked the return of the APNIC Conference to India after 14 years and brought together policymakers, government representatives, Internet infrastructure experts, network operators and technology leaders from across the Asia Pacific region.

• The National Internet Exchange of India and Asia Pacific Network Information Centre signed a Memorandum of Understanding to strengthen cooperation in Internet development, technical capacity building and community outreach.
• The partnership will focus on Internet Protocol version 6 adoption, Resource Public Key Infrastructure adoption, technical training and routing security.
• The two organisations will conduct Train-the-Trainer programmes, Resource Public Key Infrastructure training and technical laboratory infrastructure
• A Resource Public Key Infrastructure Repository Mirror will also be deployed to improve access to routing security information and support efficient network operations.

• The proposed National Skill Training Institute will be developed at an estimated cost of around ₹200 crore with modern academic, administrative and hostel facilities.
• The institute will provide technical and vocational training to 1,000 trainees annually through long-term courses and 3,000 trainees through short-term programmes.
• The institute is expected to create opportunities for advanced skill training, internships and employment and strengthen Nava Raipur as a centre for skill and technical education.
• The Cabinet also increased the maximum age limit from 38 years to 45 years for government employees and other eligible personnel applying for other government services and higher posts.

Pradhan Mantri Matsya Sampada Yojana Completes Six Years with Focus on Sustainable Fisheries Growth

• Pradhan Mantri Matsya Sampada Yojana was launched in 2020 and completed six years on 10 September 2026, with a focus on modernising India’s fisheries sector and strengthening the Blue Economy.
• The scheme has a total outlay of ₹20,750 crore and addresses gaps across the fisheries value chain, including production, aquaculture, post-harvest management, marketing and fisher welfare.

Key Highlights

• A record ₹2,500 crore was allocated to Pradhan Mantri Matsya Sampada Yojana under the Budget Estimates 2026–27.
• As of 11 August 2026, the Department of Fisheries had approved fisheries and aquaculture projects worth ₹21,394.88 crore, including a Central share of ₹9,510.89 crore.
• India’s fish production increased from 64 lakh tonnes in 2019–20 to a record 197.75 lakh tonnes in 2024–25.
• Fisheries exports increased from ₹46,663 crore in 2019–20 to ₹73,890 crore in 2025–26.
• The scheme has generated direct and indirect employment opportunities for around 58 lakh people in fisheries and aquaculture-related activities.

• The signing took place in the presence of Sarbananda Sonowal, Union Minister of Ports, Shipping and Waterways, and Omran Sharaf Alhashimi, Assistant Foreign Minister for Advanced Science and Technology, United Arab Emirates.

• The partnership formalises the Memorandum of Understanding signed in 2025 during India Maritime Week, under which both organisations agreed to explore cooperation in ship repair and allied maritime services.

• INS Kulish is a Kora-class guided missile corvette of the Indian Navy.

• The National Institute of Mental Health and Neuro Sciences (NIMHANS), Bengaluru, will serve as the coordinating centre for the BRICS mental-health network.
• The network will promote collaborative research, policy dialogue, exchange of best practices and the co-development of evidence-based mental-health strategies among BRICS countries.
• Representatives from each BRICS member country will jointly govern the network to ensure balanced decision-making and shared accountability.

Google Launches AlphaGenome Atlas to Study the Impact of Genetic Changes on the Human Genome

• Google introduced AlphaGenome Atlas, an AI-powered database designed to help scientists understand how genetic changes affect the human genome.
• The human genome contains approximately 3 billion DNA base pairs, but scientists have a much better understanding of only about 2% of the genome, which mainly consists of protein-coding regions.
• The remaining 98% of the genome largely consists of non-coding DNA, whose functions are not yet fully understood.
• AlphaGenome has demonstrated that even a single genetic change in non-coding regions can influence important molecular processes, including protein production.
• The AlphaGenome Atlas introduces the AlphaGenome Variant Impact (AVI) score, which combines the predicted effects of genetic variants from both coding and non-coding regions into a single score.
• Researchers can use the AVI score to identify and prioritise genetic variants that are most likely to have significant biological effects.

Wildlife Institute of India Records Ophiopogon japonicus in Arunachal Pradesh for the First Time in India

• Researchers from the Wildlife Institute of India (WII) and the Uluberia Botanical Institute Herbarium, West Bengal, recorded Ophiopogon japonicus (Thunb.) Ker Gawl. for the first time in India.
• The plant species was recorded from the West Kameng district of Arunachal Pradesh, in the Eastern Himalaya region.
• The research was published in the peer-reviewed journal Discover Plants.
• The research paper was titled “Ophiopogon japonicus (Thunb.) Ker Gawl. (Asparagaceae), a new record for India.”
• Ophiopogon japonicus is an evergreen perennial herb belonging to the Asparagaceae family.
• The plant grows in dense clumps and is commonly known as dwarf lilyturf or mondo grass.
• The species is mainly distributed in East Asia, particularly China, Japan and Korea.
• Ophiopogon japonicus generally grows at elevations ranging from 200 to 2,800 metres.
• Its roots are known as Ophiopogonis Radix or Maidong and are used in traditional East Asian medicine.

First International Space Summit 2026 Held in Paris, France

• The inaugural International Space Summit 2026 was held on 9–10 September 2026 at the Grand Palais in Paris, France.
• The summit was hosted by French President Emmanuel Macron in partnership with Germany to promote inclusive international dialogue on contemporary challenges in the space sector.
• Representatives from nearly 90 countries participated, including heads of state and government, space agencies, scientists, institutions and private-sector stakeholders.
• The summit focused on three core themes: international cooperation in the global space economy, science and space exploration, and space security and sustainability.
• Discussions on space security included dialogue, defence partnerships and sustainable practices to address emerging challenges in outer space.
• A total of 51 announcements worth approximately €20 billion were made during the summit, covering investments, contracts and collaborations.
• Of the total commitments, around €5 billion came from the private sector, while approximately €15.7 billion was linked to the Infrastructure for Resilience, Interconnectivity and Security by Satellite (IRIS²)
• India and France signed three agreements during the summit to strengthen cooperation in space technologies.
• The India–France agreements cover areas including satellite launches, surveillance systems and microsatellite development, with greater emphasis on public–private collaboration.
• India and France also outlined plans to deploy the Space-Based Surveillance–Phase III (SBS-III) constellation between 2027 and 2030.

• Purushothama Mallya, an eminent educationist, writer and Konkani language activist, passed away at the age of 97 in Kochi, Kerala.

About N. Purushothama Mallya :

• He was born on 7 May 1929 in Mattancherry, Kerala.
• He was awarded the Padma Shri in 2015 in the field of Literature and Education for his contribution to cultural and linguistic integration.
• Mallya contributed significantly to the development of Konkani literature and pioneered the Shataka poetry form, consisting of 100-line poems.
• He authored several literary works and translated Thirukkural by Thiruvalluvar into Konkani in 2002.
• For his Konkani translation of Thirukkural, he received the Sahitya Akademi Translation Award in 2008.
• He played an important role in securing Konkani’s inclusion in the Eighth Schedule of the Indian Constitution.
• He also contributed to achieving linguistic minority status for Konkani speakers in Kerala.
• In 2011, he received the Vimala V. Pai Vishwa Konkani Jeevan Siddhi Samman (Lifetime Achievement Award) from the World Konkani Centre, Mangaluru, Karnataka.

• The Global Alliance for South-South and Triangular Cooperation was launched as part of the 2026 observance.
• The Alliance is a voluntary, United Nations-facilitated platform convened by the United Nations Office for South-South Cooperation.
• South-South and triangular cooperation supports development in areas such as renewable energy, digital technology, healthcare, sustainable agriculture, education, disaster management and public services.
• In 1949, the United Nations established a technical assistance programme for countries in the Global South.
• The United Nations Development Programme was established in 1965 and subsequently became an important institution for international development cooperation.
• The Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries was adopted in 1978, providing an important framework for South-South cooperation.
