Reserve Bank of India Raises Minimum Daily Cash Reserve Ratio Maintenance Requirement for Banks from 90% to 99% Effective 16 October 2026

  • The Reserve Bank of India (RBI) increased the minimum daily Cash Reserve Ratio (CRR) maintenance requirement for scheduled banks from 90% to 99%, effective from the reporting fortnight beginning 16 October 2026.
  • The decision was announced through an RBI notification following a review of prevailing liquidity conditions.
  • CRR is the percentage of a bank’s Net Demand and Time Liabilities (NDTL) that it must maintain as cash with the RBI.
  • The prescribed CRR rate remains unchanged at 3%, and banks must continue to meet the full CRR requirement on an average daily basis over the reporting fortnight.
  • Under the revised rule, banks must maintain at least 99% of their prescribed CRR on each day of the reporting fortnight, compared with the earlier minimum of 90%.
  • Banks do not earn interest on CRR balances maintained with the RBI.
  • The RBI also announced an Open Market Operation (OMO) bond sale worth ₹25,000 crore, scheduled for 13 October 2026, to absorb excess liquidity from the banking system.
  • The OMO sale comprises six Government of India securities maturing between 2030 and 2034, to be conducted through the multiple-price auction method.
  • The last time the RBI imposed a 99% minimum daily CRR maintenance requirement was in July 2013, amid foreign-exchange market volatility following the US Federal Reserve’s tapering signals.
  • The minimum daily CRR maintenance requirement was subsequently reduced to 95% in September 2013 and 90% in April 2016.
  • The RBI notification was signed by Manoranjan Padhy, Chief General Manager in the RBI’s Department of Regulation.

World Wide Fund for Nature Report Reveals a 73% Decline in Average Wildlife Population Sizes from 1970 to 2022

  • The World Wide Fund for Nature (WWF), in partnership with the Zoological Society of London (ZSL), released the 2026 Living Planet Report (LPR) titled “The Science of Hope.”
  • The Living Planet Report (LPR) is a biennial report that monitors changes in global wildlife populations and biodiversity.
  • According to the 2026 Living Planet Report, the average size of monitored wildlife populations declined by 73% between 1970 and 2022, over a period of 52 years.
  • The Living Planet Index (LPI) tracks changes in the relative abundance of monitored vertebrate populations, including mammals, birds, amphibians, reptiles, and fish.
  • The 2026 LPR assessed 35,803 population trends across 5,790 vertebrate species between 1970 and 2022.
  • Among ecosystems, freshwater wildlife populations experienced the steepest average decline of 85%, followed by terrestrial populations at 69% and marine populations at 59%.
  • Region-wise, Latin America and the Caribbean recorded the steepest decline in monitored wildlife populations at 95%, followed by Africa at 80% and Asia-Pacific at 49%.
  • Habitat loss and degradation emerged as the most frequently reported threats to monitored wildlife populations.
  • Other major threats to wildlife populations include overexploitation, climate change, pollution, invasive species, and disease.
  • The report identified the global food and agriculture system as the single largest driver of biodiversity loss because it contributes to habitat destruction, overharvesting of resources, and greenhouse gas emissions.
  • The 73% decline represents the average change in the relative abundance of monitored populations and does not mean that 73% of all individual animals or species disappeared.
  • The report noted that approximately half of the populations included in the Living Planet Index were stable or increasing, despite the overall negative trend.
  • Recoveries in populations of green turtles, bluefin tuna, tigers, and southern African elephants demonstrate that targeted conservation measures can produce positive results.
  • Global wild tiger numbers increased from approximately 3,200 in 2010 to 5,700 in 2025, highlighting progress in tiger conservation.
  • The Living Planet Index (LPI) is produced by the Zoological Society of London (ZSL).

Aryabhatta Research Institute of Observational Sciences,Physical Research Laboratory, Indian Institute of Technology Delhi and IIT Roorkee Researchers Investigate the Sun’s Microwave Polar Brightening

  • Researchers from ARIES, Udaipur Solar Observatory (USO)/Physical Research Laboratory (PRL), Indian Institute of Technology (IIT) Delhi, and IIT Roorkee investigated the mystery of microwave polar brightening in the Sun.
  • The study used nearly three decades of observations from the Nobeyama Radioheliograph (NoRH) operating at 17 GHz.
  • The research combined radio observations with extreme-ultraviolet (EUV) observations from NASA’s Solar Dynamics Observatory (SDO) and magnetic-field measurements from the Wilcox Solar Observatory (WSO).
  • The study found a strong relationship between microwave polar brightening and the size of polar coronal holes, with an even stronger relationship observed with the strength of the Sun’s polar magnetic field.
  • Researchers identified a clear north–south difference in the long-term evolution of microwave polar brightening and the area of polar coronal holes.
  • Many localized microwave-bright regions coincided with coronal bright points, which are small, bright features formed by small-scale magnetic loops within polar coronal holes.
  • Some bright regions were also associated with coronal jets, indicating continuous small-scale magnetic activity in the Sun’s polar atmosphere.
  • The study concluded that both large-scale magnetic processes and small-scale magnetic structures influence microwave polar brightening.
