M1xchange Becomes First Trade Receivables Discounting System Platform to Implement CGTMSE Guarantee Mechanism

  • The Government has operationalised CGTMSE-backed guarantee cover for eligible receivables financed through the Trade Receivables Discounting System (TReDS) to improve working-capital access for Micro and Small Enterprises (MSEs).
  • The initiative was announced in the Union Budget 2026–27 and is being implemented through the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE).
  • CGTMSE was established to facilitate credit flow to eligible Micro and Small Enterprises by providing credit guarantee support to lenders.
  • TReDS enables MSME sellers to obtain funds against approved invoices from buyers instead of waiting for payment, thereby meeting their immediate working-capital requirements.
  • Under the new mechanism, banks and other participating financiers can obtain CGTMSE guarantee cover for eligible receivables financed through TReDS, thereby reducing their lending risk.
  • Ministry of Micro, Small and Medium Enterprises (MoMSME), CGTMSE and M1xchange collaborated to operationalise the guaranteed mechanism for eligible MSE receivables financed through TReDS.
  • M1xchange became the first TReDS platform to operationalise the CGTMSE guarantee mechanism and completed the first CGTMSE-backed TReDS transaction.
  • CGTMSE has been integrated with M1xchange’s TReDS platform through APIs, enabling a digitised guarantee process for participating financiers.
  • Through the integrated system, financiers can check invoice eligibility and apply for CGTMSE guarantee cover in real time on the TReDS platform.
  • The system enables automatic guarantee fee calculation based on the invoice value, financier type and tenor, followed by fee debit on a T+1 basis.
  • The platform also enables automatic generation of the guarantee cover note and the corresponding invoice, making the guarantee process more efficient.
  • The mechanism is expected to provide greater liquidity access and timely working capital to eligible MSME sellers by strengthening receivables financing through TReDS.
  • The initiative also provides additional risk support to financiers, encouraging greater participation in MSE financing.
  • The development follows the Union Budget 2026 announcement on credit guarantee support for TReDS transactions and the RBI’s 2026 TReDS framework, which permits financiers to obtain guarantee cover from eligible Government-established credit guarantee trusts.
