CURRENT AFFAIRS: NATIONAL AND STATE NEWS
Government Launches Initiative to Benchmark India Against 26 Global Indices
- The Government of India announced a major initiative to evaluate the country’s standing across 26 global indices to identify improvement areas and strengthen India’s global position.
- The announcement was made by Minister of State for Statistics and Programme Implementation Rao Inderjit Singh in Parliament.
- The initiative is part of the Global Indices for Reforms and Growth (GIRG) platform, which aims to use international benchmarks to drive policy reforms, strengthen governance systems, and improve statistical reporting mechanisms.
- The 26 indices under GIRG will be monitored across four key themes:
Economy – assessing global economic performance and competitiveness
• Development – examining human development and social progress
• Governance – evaluating rule of law, transparency, democracy and institutional performance
• Industry – tracking industrial competitiveness and growth indicators - Each index will be assigned to a responsible ministry which will verify data, review methodologies, and ensure India’s latest official statistics are accurately represented.
- The initiative will be centrally coordinated by the Development Monitoring and Evaluation Office (DMEO) at NITI Aayog, ensuring standardised data collection, analysis and reporting.
- India already compiles major indicators like Gross Domestic Product (GDP), Consumer Price Index (CPI), and Index of Industrial Production (IIP) using international standards.
- The GIRG framework expands this approach to global ranking systems where methodologies and data representation vary.
- The government will also review methodologies used for indices such as the Democracy Index, where India currently ranks 41st and is categorised as a “flawed democracy.”
- The Ministry of Law and Justice will evaluate this ranking methodology due to previous concerns over transparency and bias.
- The initiative aims to enable policy-driven improvements, strengthen India’s global perception, and support data-based reforms to enhance performance in international rankings.

Direct Benefit Transfer of LPG (PAHAL) Strengthens Transparent Subsidy Delivery System
- The Direct Benefit Transfer of LPG (PAHAL) scheme, launched in January 2015, continues to improve transparency and efficiency in India’s LPG subsidy system.
- Under the scheme, LPG cylinders are sold at a uniform retail price across India, and the subsidy amount is directly transferred to consumers’ bank accounts, ensuring accountability and reducing leakages.
Key Highlights
- Aadhaar-linked verification, biometric authentication and database cleansing have helped eliminate ghost, duplicate and inactive LPG connections, preventing the diversion of subsidised cylinders.
- A major feature supporting PAHAL is the Common LPG Database Platform (CLDP) used for deduplication through Aadhaar, bank account details, ration card data, TI numbers and household records, ensuring only one valid LPG connection per eligible household.
- Biometric authentication has been made mandatory for subsidy beneficiaries. As of 1 November 2025, 69% of existing Pradhan Mantri Ujjwala Yojana beneficiaries have completed biometric authentication, and all new PMUY customers undergo biometric verification before connection approval.
- Data-driven checks have led to the termination of 63 lakh ineligible PMUY connections since the launch of PAHAL. Following a new Standard Operating Procedure issued in January 2025, 20,000 inactive LPG connections were also removed.
- A third-party evaluation by the Research and Development Initiative (RDI) found that over 90% beneficiaries are satisfied with the subsidy reimbursement process. Recommendations included upgrading payment systems, improving grievance mechanisms and enhancing safety awareness.
- The Government has accepted these inputs and strengthened subsidy processing, transparency, beneficiary awareness and service convenience.
- Grievance redressal under PAHAL has been upgraded through multiple channels including:
- Toll-free helpline: 1800 2333 555
- CPGRAMS, Oil Marketing Companies’ portals and mobile apps
- Chatbots, WhatsApp services, MoPNGeSEVA platforms
- Dedicated safety and leakage helpline: 1906
