Reserve Bank of India Levies Penalties on 353 Banks and Regulated Entities in FY25
- The Reserve Bank of India (RBI) imposed 353 penalties totaling₹54.78 crore on regulated entities (REs) for statutory violations during the fiscal year ending March 31, 2025.
- The contraventions/non-compliance were related to:
- Cyber security framework in banks
- Exposure norms and IRAC (Income Recognition and Asset Classification) norms
- Know Your Customer (KYC) directions
- Frauds classification and reporting directions
- Reporting of information on CRILC (Central Repository of Information on Large Credits)
- Submission of credit information to Credit Information Companies (CICs)
- The penalties by entity type were:
- 264 penalties on cooperative banks amounting to ₹15.63 crore
- 37 penalties on non-banking financial companies (NBFCs)/asset reconstruction companies (ARCs)totaling₹7.29 crore
- 13 penalties on housing finance companies (HFCs)totaling₹83 lakh
- Penalties aggregating ₹11.11 crore on 8 public sector banks
- Penalties aggregating ₹14.8 crore on 15 private sector banks
- 6 foreign banks were also penalized (amount not specified)
- The enforcement actions and penalties aim to ensure compliance with RBI's statutes and directions and strengthen the financial sector's integrity.

UPI Transactions Reach Record High in May, Surpass ₹25 Trillion Mark for First Time
- Unified Payments Interface (UPI) transactions reached an all-time high of 18.68 billion in volume and ₹25.14 trillion in value in May 2025.
- Compared to April 2025, UPI transactions grew by:
- 4% increase in volume (from 17.89 billion to 18.68 billion)
- 5% increase in value (from ₹23.95 trillion to ₹25.14 trillion)
- The previous record was set in March 2025, with 18.3 billion transactions and ₹24.77 trillion in value.
- Daily transactions rose from 596 million in April to 602 million in May 2025, while the daily transaction value increased from ₹79,831 crore to ₹81,106 crore.
- Since its launch in 2016, UPI's growth has been driven by:
- Government initiatives promoting digital payments post-demonetisation
- Increased smartphone penetration
- Participation of private players like Google Pay, PhonePe, and Paytm
- To boost adoption, the Union Cabinet approved a ₹1,500 crore incentive scheme to subsidize costs for small-value digital transactions in the UPI ecosystem.
- The Payments Council of India (PCI), representing digital payment firms, requested the Prime Minister to:
- Reintroduce the Merchant Discount Rate (MDR) on UPI and RuPay debit card transactions

Asian Development Bank unveils $10 billion scheme to revamp India’s urban infrastructure and services
- The Asian Development Bank (ADB) announced a $10 billion plan for India’s urban transformation aimed at achieving the goals of Viksit Bharat by 2047.
- The announcement followed a three-day visit to India by ADB President Masato Kanda, who met Prime Minister Narendra Modi.
- The plan comprises sovereign loans, private sector financing, and third-party capital.
- The initiative is led by India’s flagship Urban Challenge Fund (UCF), supported by ADB to attract private investment in urban infrastructure.
- Analytical work completed on growth hubs, creative city redevelopment, and water and sanitation upgrades in 100 cities across India is laying the groundwork for the UCF.
- ADB is providing $3 million technical assistance to design bankable projects and enhance the capacity of states and urban local bodies.

Reserve Bank of India to Roll Out Indigenous Cloud Platform for Data Localisation and Aid to Small Banks
- The Reserve Bank of India (RBI) will launch its own cloud infrastructure called the Indian Financial Services (IFS) Cloud in 2025–26 to promote data localisation and reduce dependence on foreign cloud providers.
- The IFS Cloud is developed by RBI’s subsidiary Indian Financial Technology & Allied Services (IFTAS)and is a community cloud designed specifically for the RBI and regulated financial institutions.
Key Highlights :
- The initiative supports India’s data localisation policies and aims to bring financial data management under tighter regulatory oversight.
- The cloud service will offer cost-effective, scalable solutions, especially benefiting smaller banks and NBFCs by improving access to cloud infrastructure without relying on global tech firms.
- Ownership of the IFS Cloud is expected to transition to a consortium of financial sector participants over time.
- RBI plans to upgrade its core banking solution, e-Kuber, which handles real-time settlements like RTGS and NEFT, by adding modules for government auctions, public debt management, and financial literacy.
- The cloud-native, API-first redesign of e-Kuber aims to enhance scalability and handle increasing digital transaction volumes; it currently services over 250 commercial banks and state governments.
- To combat digital payment fraud, RBI will introduce exclusive internet domains — ‘bank.in’ and ‘fin.in’ — managed by the Institute for Development and Research in Banking Technology (IDRBT) as the domain registrar.
- These domains are designed to reduce phishing risks and improve trust in digital banking platforms.
- RBI will also introduce an AI governance framework to regulate the use of artificial intelligence (AI) and machine learning (ML) by its staff and partners, focusing on data protection, transparency, and operational integrity.
Government Hits FY25 Fiscal Deficit Target of 4.8%
- The Government of India met its fiscal deficit target of 4.8% of GDP for FY 2024-25, as per data from the Controller General of Accounts.
Key Highlights :
- Total receipts (tax, non-tax, and capital) were ₹30.78 lakh crore, which is 97.8% of the revised estimates.
- Total expenditure was ₹46.55 lakh crore, also 97.8% of the revised estimates.
- The fiscal deficit amounted to ₹15.77 lakh crore, equal to 4.8% of GDP based on provisional GDP estimates for 2024-25.
- The government has targeted a fiscal deficit of 4.4% of GDP for the next year, FY 2025-26, as announced by Finance Minister Nirmala Sitharaman.
- Total revenue shortfall was mainly due to a decline in miscellaneous capital receipts, including disinvestment proceeds.
- Miscellaneous capital receipts were ₹17,202 crore, only 52.1% of the revised projections.
- Disinvestment proceeds earned were ₹10,131.32 crore for 2024-25.
- Net tax receipts stood at ₹24.99 lakh crore, which is 97.7% of the estimate.
- Corporate tax collections surpassed estimates by 0.7%, reaching ₹9.87 lakh crore.
- Income tax collections were nearly 6% lower than expected, at ₹11.83 lakh crore.
- On the expenditure side:
- Capital expenditure (asset creation) was ₹10.52 lakh crore, 103.3% of estimates.
- Revenue expenditure (salaries, pensions, interest, subsidies) was ₹36.03 lakh crore, about 2.5% lower than estimated.

- This initiative aims to position India as a global leader in artificial intelligence by providing state-of-the-art infrastructure for AI innovation, research, and deployment.

Union Home Minister Amit Shah Inaugurates New Central Forensic Science Laboratory (CFSL) Building in Kolkata
- Union Home Minister and Minister of Cooperation Amit Shah inaugurated the newly constructed Central Forensic Science Laboratory (CFSL) building in Kolkata.
- The facility, built at a cost of ₹88 crore, is expected to bolster forensic capabilities across eastern and northeastern states including West Bengal, Jharkhand, Bihar, Odisha, Assam, and Sikkim.

- Objective: The new CFSL will strengthen forensic science support for criminal investigations, aiding a secure, transparent, and evidence-based justice system envisioned by the government under PM Narendra Modi.
- Cluster Approach for FSLs: Amit Shah announced a national network of Forensic Science Laboratories (FSLs) organized through a cluster approach, where 3–4 states will share forensic facilities and resources for efficient utilization.

Central Consumer Protection Authority (CCPA) Issues Guidelines to Curb Illegal Sale of Radio Equipment on E-Commerce Platforms
- The Central Consumer Protection Authority (CCPA) under the Ministry of Consumer Affairs has issued the Guidelines for the Prevention and Regulation of the Illegal Listing and Sale of Radio Equipment, Including Walkie-Talkies, on E-Commerce Platforms, 2025 to address unauthorised online sales of wireless devices that could threaten consumer safety and interfere with critical communication networks.
Key Highlights:
- Objective of Guidelines: The norms aim to prevent misleading product listings by ensuring that consumers are informed about licensing requirements and legal obligations under the Indian Telegraph Act, 1885; the Wireless Telegraphy Act, 1933; and the Use of Low Power, Very Low Power Short Range Radio Frequency Devices (Exemption from Licensing Requirement) Rules, 2018.
- Inter-Ministerial Consultation: Developed in coordination with the Department of Telecommunications (DoT) and the Ministry of Home Affairs (MHA), the guidelines respond to findings that walkie-talkies were being sold online without mandatory disclosures regarding frequency ranges and licensing.
- Mandatory Listing Requirements: E-commerce platforms must list only authorised and compliant devices operating on permitted frequencies, with each listing specifying frequency bands, technical parameters, and proof of Equipment Type Approval (ETA).
- Due Diligence by Marketplaces: Online marketplaces are required to verify regulatory compliance for every listing; products lacking frequency information or necessary certification must be immediately removed.
- Prohibition of Misleading Claims: The norms explicitly prohibit advertisements or descriptions that could misinform consumers about the legal use of radio equipment.
- Seller Obligations: Sellers must ensure their equipment does not operate on non-exempt frequencies and must clearly label frequency bands on product pages to prevent unauthorised use.
- Penalties and Enforcement: Violations will attract action under the Consumer Protection Act, 2019, with penalties outlined for platforms and sellers who fail to comply with the guidelines.
- Precedent Actions: Prior to issuing these norms, the CCPA issued 13 notices against 16,970 product listings on major digital marketplaces for failing to disclose frequency ranges, licensing obligations, or Equipment Type Approval, thereby violating consumer protection laws.

- Both candidates are currently Executive Directors: Asheesh Pandey at Bank of Maharashtra and Kalyan Kumar at Punjab National Bank.
- FSIB conducted an interface with 23 candidates from various public sector banks between May 27 – May 30, 2025 for the MD & CEO positions.
- The recommendation was based on candidates’ performance in the interface, overall experience, and other parameters.
- The current UBI Chief AManimekhalai's three-year term ends next month.

- Mission Objective:Tosample a near-Earth asteroid named 469219 Kamoʻoalewa (2016 HO3) and later survey the main belt comet 311P/PANSTARRS.

- Asteroid Rendezvous:Expected to rendezvous with the asteroid in July 2026.
- The mission will spend 7 months studying and collecting samples.
- Sample Return:Samples from the asteroid will be returned to Earth by late 2027 via a reentry module.

- Valmik Thapar is known for evocative photographs and authoring nearly 50 books on tigers, especially those in Ranthambore, Rajasthan.
- He served on several government committees, including the National Board for Wildlife and a Supreme Court empowered committee on wildlife.
- He was a founder of the Ranthambhore Foundation, an NGO working with about 100 villages around the Ranthambhore Tiger Reserve.
- He was critical of the implementation of Project Tiger (launched in 1972), which aimed to restore India's tiger population through forest reserves and tiger corridors.
