Reserve Bank of India Proposes New Master Directions to Regulate Call, Notice and Term Money Markets

  • The Reserve Bank of India (RBI) has released draft directions to broaden participation in the Term Money Market by allowing All India Financial Institutions (AIFIs), eligible Non-Banking Financial Companies (NBFCs), Housing Finance Companies (HFCs), and companies to participate.
  • The draft directions aim to deepen liquidity, strengthen the short-term funding market, and improve the efficiency of India's money market.

Key Highlights :

  • Under the proposed framework, AIFIs and eligible NBFCs/HFCs will be permitted to participate as both borrowers and lenders in the Term Money Market.
  • Companies will be allowed to participate only as lenders, thereby expanding the availability of funds in the short-term money market.
  • The RBI has proposed wider (Bharat-wide) participation to improve monetary policy transmission and strengthen the linkage between the overnight money market and longer-term interest rates.
  • The borrowing limit for NBFCs and HFCs has been capped at 200% of their Net Owned Funds (NOF).
  • Standalone Primary Dealers (SPDs) will be permitted to borrow up to 400% of their Net Owned Funds (NOF) through Term Money and Inter-Corporate Deposits (ICDs).
  • The draft directions consolidate all existing circulars relating to the Call Money, Notice Money, and Term Money markets into a single regulatory framework, simplifying compliance for market participants.
  • The draft classifies the Money Market into three segments: Call Money (overnight), Notice Money (more than overnight up to 14 days), and Term Money (more than 14 days up to one year).
  • All eligible participants must obtain membership of the Negotiated Dealing System–Call (NDS-CALL) platform within six months if they are not already members.
  • Over-the-Counter (OTC) transactions in the money market must be reported within 15 minutes of execution to ensure greater transparency.
  • The proposed market timings for Call, Notice, and Term Money Markets will be from 9:00 AM to 7:00 PM on every business day.

Reserve Bank of India Issues Draft Master Directions for Secondary Market Transactions in Government Securities

  • The Reserve Bank of India (RBI) has issued draft directions to simplify and consolidate regulations governing secondary market transactions in Government Securities (G-Secs), including 'When Issued' (WI) trading, short selling, and Government Securities Lending (GSL) under a single regulatory framework.
  • The draft framework aims to enhance transparency, improve market liquidity, strengthen price discovery, and increase retail participation in the Government Securities (G-Secs) market.

Key Highlights :

  • To promote retail investor participation, RBI has proposed allowing individual investors to buy and sell Government Securities through their demat accounts using the NDS-OM (Negotiated Dealing System–Order Matching) platform or the Stock Broker Connect facility.
  • The minimum transaction size for retail investors under the proposed framework will be ₹10,000.
  • The draft directions integrate the Government Securities Lending (GSL) Framework, allowing eligible participants to borrow Government Securities to meet delivery obligations arising from short sale transactions, thereby improving market liquidity.
  • The framework continues to permit 'When Issued' (WI) trading, enabling eligible participants to trade Government Securities after their announcement but before their actual issuance, thereby facilitating efficient price discovery.
  • Scheduled Commercial Banks (SCBs) and Standalone Primary Dealers (SPDs) are permitted to take both long and short positions up to 25% of the notified auction amount in a specific Government Security.
  • Other eligible participants are allowed to hold only long positions up to 10% of the notified auction amount in a specific Government Security.
  • Resident Individuals, Hindu Undivided Families (HUFs), Non-Resident Indians (NRIs), and Overseas Citizens of India (OCIs) are permitted to hold only long positions in the 'When Issued' market and cannot take short positions.
  • All Government Securities transactions will continue to follow the T+1 settlement cycle and Delivery versus Payment (DvP) mechanism through the Clearing Corporation of India Limited (CCIL).
  • Over-the-Counter (OTC) transactions in Government Securities must be reported within 15 minutes of execution under the proposed framework.
  • The maximum short sale limit for a liquid Government Security is 2% of its outstanding stock or ₹500 crore (face value), whichever is higher.
  • For all other eligible Government Securities, the maximum short sale limit is 1% of the outstanding stock or ₹250 crore (face value), whichever is higher.

Cabinet Approves ₹30,000 Crore Additional Investment in National Investment and Infrastructure Fund to Boost Infrastructure Development and Mobilise Institutional Capital

  • The Union Cabinet, chaired by Prime Minister Narendra Modi, approved an additional Government investment of ₹30,000 crore in the National Investment and Infrastructure Fund (NIIF) to strengthen investments in infrastructure and other nationally important sectors.
  • With this approval, the Government of India’s total commitment to NIIF has increased from ₹30,000 crore to ₹60,000 crore.

Key Highlights :

  • National Investment and Infrastructure Fund (NIIF) is India’s Sovereign Anchored Fund, professionally managed by National Investment and Infrastructure Fund Limited (NIIFL).
  • The Government of India (GoI) holds a 49% shareholding in NIIF, while the remaining investment comes from domestic and global institutional investors.
  • NIIF currently manages capital commitments of approximately ₹40,000 crore across its various funds and investment strategies.
  • NIIF has established a strong investment track record by returning nearly ₹12,000 crore to investors through major portfolio exits.
  • Major global investors in NIIF include Abu Dhabi Investment Authority (ADIA), AustralianSuper, CPP Investments, Ontario Teachers’ Pension Plan, PSP Investments, Temasek, Asian Infrastructure Investment Bank (AIIB), Asian Development Bank (ADB), New Development Bank (NDB), Japan Bank for International Cooperation (JBIC), and the U.S. International Development Finance Corporation (DFC).
  • Domestic institutional investors in NIIF include Axis Bank, HDFC Group, ICICI Bank, Kotak Mahindra Life Insurance, and the State Bank of India (SBI).
  • NIIF operates through four major investment strategies: Infrastructure Fund, Private Markets Fund, Strategic Opportunities Fund, and the India–Japan Fund.
  • The Infrastructure Fund, with a corpus of ₹16,000 crore, is India’s largest domestic infrastructure fund, investing in roads, ports, logistics, airports, renewable energy, smart meters, power transmission, and digital infrastructure.
  • The Private Markets Fund invests through Alternative Investment Funds (AIFs) in sectors such as climate, affordable housing, affordable healthcare, venture capital (VC), and technology.
  • The Strategic Opportunities Fund focuses on high-growth sectors including financial services, healthcare, and manufacturing.
  • The India–Japan Fund, NIIF’s first bilateral fund, promotes investments in climate action, circular economy, energy transition, and the India–Japan Business Corridor.
  • NIIF has invested across priority sectors such as transportation, energy transition, healthcare, digital infrastructure, electric mobility, affordable housing, manufacturing, and technology across several States and Union Territories.
  • These investments support flagship national initiatives such as PM Gati Shakti, Digital India, Make in India, FAME, PM E-DRIVE, and India’s COP climate commitments.
  • Apart from investing, NIIF also acts as a strategic advisor to the Central Government and State Governments on Public-Private Partnership (PPP) projects and innovative investment frameworks.
  • NIIF has provided advisory support for initiatives such as the Maritime Development Fund, the Research Development and Innovation Fund, and asset monetisation through PPP structures.
  • The newly approved ₹30,000 crore Government commitment will be used to establish NIIF Infrastructure Fund II, the successor to its flagship infrastructure fund.
  • NIIF Infrastructure Fund II is proposed to have a target corpus of approximately ₹30,000 crore and will invest in transportation, energy, digital infrastructure, urban infrastructure, and e-mobility.
  • The new allocation will also support successor bilateral funds, new strategic funds, and additional investment strategies under NIIF.
  • The Government expects the enhanced investment in NIIF to attract additional private capital, accelerate infrastructure development, generate direct and indirect employment, strengthen Atmanirbhar Bharat, and contribute towards achieving the vision of Viksit Bharat 2047.

Union Home Minister Amit Shah Launches Bharat Taxi in Gujarat

  • Union Minister for Home Affairs and Minister of Cooperation Amit Shah launched Bharat Taxi in Gandhinagar, Gujarat.
  • Bharat Taxi is a cooperative-based mobility platform developed under the Ministry of Cooperation with the vision of "Sahakar Se Samriddhi" (Prosperity through Cooperation).
  • The platform enables vehicle operators, known as "Sarathis", to become shareholders of the cooperative, ensuring ownership, financial security, and better earnings.
  • Bharat Taxi provides services through two-wheelers, auto-rickshaws, and four-wheel taxis, offering reliable and affordable transport services.
  • The platform aims to provide transparent payments, institutional support, insurance, loan facilities, and reduced commission burden for Sarathis.
  • More than 7 lakh Sarathis have already joined the platform, while around 37 lakh customers have used its services.
  • The service has commenced operations across Gujarat, including Ahmedabad, Surat, Rajkot, and other major cities.
  • Bharat Taxi plans to expand to seven major Indian cities by 31 July 2026 and to more than 500 cities and towns over the next two years.
  • During the launch, Memorandums of Understanding (MoUs) were signed with the Gujarat Metro Rail Corporation, Gujarat State Cooperative Bank, Ahmedabad Traffic Police, Ahmedabad Airport, and Western Railway.

  • Union Minister for Home Affairs and Cooperation Amit Shah launched the pilot project of the Prime Minister Family Care Tracker (PM-FCT) in Gandhinagar, Gujarat.
  • The Prime Minister Family Care Tracker (PM-FCT) is an integrated digital platform designed to ensure that pregnant women, mothers, and children receive all eligible government welfare benefits through continuous monitoring.
  • The platform tracks beneficiaries from pregnancy to 18 years of age, covering health, nutrition, education, and social welfare services.
  • Each beneficiary is assigned a unique digital identity linked to the Birth Registration Number or Ayushman Bharat Health Account (ABHA) ID for seamless tracking.
  • The platform generates real-time alerts for missed services such as immunisation, high-risk pregnancies, malnutrition, school dropouts, and health check-ups, enabling timely intervention.
  • The PM-FCT integrates data from multiple departments and covers nearly 18 government schemes, including Pradhan Mantri Matru Vandana Yojana (PMMVY), Janani Suraksha Yojana (JSY), Pradhan Mantri Poshan Shakti Nirman (PM POSHAN), Mission Vatsalya, Sukanya Samriddhi Yojana (SSY), PM CARES for Children, and the National Child Labour Project (NCLP).
  • The platform will be implemented at the Village, Taluka, District, and State levels to improve service delivery and beneficiary monitoring.
  • The initiative supports the vision of Viksit Gujarat @2047 and Viksit Bharat @2047 by strengthening maternal and child welfare through digital governance.

India Launches Operation Amistad for Earthquake Relief in Venezuela

  • India launched Operation Amistad, a Humanitarian Assistance and Disaster Relief (HADR) mission, to assist Venezuela after devastating magnitude 7.2 and 7.5 earthquakes caused heavy loss of life, injuries, and widespread destruction.
  • Operation Amistad reflects India's solidarity with the Government and people of Venezuela and highlights India's commitment to providing humanitarian assistance during natural disasters.
  • The term "Amistad" is a Spanish word meaning "Friendship", symbolizing India's support and cooperation with Venezuela during the crisis.
  • As part of the mission, two Indian Air Force (IAF) C-17 Globemaster aircraft were deployed to transport humanitarian relief and rescue teams to the affected areas.
  • The operation included a 41-member rescue and medical team comprising experienced search and rescue personnel and medical professionals to support relief operations.
  • The humanitarian relief consignment carried 30 tonnes of relief material, 6 tonnes of medicines and medical equipment, and two BHISHM Cube portable hospitals.
  • The mission also deployed a self-reliant Indian medical task force along with an Indian Army Field Hospital unit equipped with HADR pallets and essential medical supplies.
  • The BHISHM (Bharat Health Initiative for Sahyog Hita and Maitri) Cube is a modular portable field hospital designed for rapid deployment to provide advanced trauma care in disaster-affected regions.
  • The 41-member Indian team will work closely with Venezuelan authorities in search and rescue operations, emergency medical care, and humanitarian relief efforts.

Indian Air Force Successfully Concludes the 5th Warfare & Aerospace Strategy Programme

  • The 5th edition of the Capstone Seminar, marking the successful culmination of the Warfare & Aerospace Strategy Programme (WASP), was held on 29 June 2026.
  • The seminar was graced by Chief of the Air Staff (CAS) Air Chief Marshal A.P. Singh as the Chief Guest.
  • The event was attended by former Chief of Defence Staff (CDS) General Anil Chauhan (Retd.), former Chiefs of the Air Staff, and distinguished defence veterans, highlighting the programme's strategic significance.
  • The Capstone Seminar is the concluding event of the six-month Warfare & Aerospace Strategy Programme (WASP).
  • WASP is jointly conducted by the Centre for Aerospace Power and Strategic Studies (CAPSS), New Delhi, and the College of Air Warfare (CAW), Hyderabad.
  • During the seminar, participants presented research on "Evolution of Aerospace Power: From Classical Strategy to Contemporary Limited Conflict" and "Future-proofing Aerospace Power: Innovation, Integration and Force Design."
  • WASP is a selective strategic education programme designed primarily for mid-ranking officers of the Indian Air Force (IAF).
  • The programme is also open to personnel from all three Armed Forces and civilian officers of the Ministry of Defence (MoD).
  • WASP aims to expand participation by inviting officers from friendly foreign countries, promoting international military cooperation.
  • The programme emphasizes extensive reading, critical analysis, strategic thinking, and the study of seminal military texts and research papers, even in the era of Artificial Intelligence (AI).
  • WASP combines academic rigor, dialectical discussions, and interactions with globally renowned experts in military history, aerospace power, technology, military doctrine, and international relations.

Indian Space Research Organisation Successfully Demonstrates High-Thrust Semi-Cryogenic Engine Power Head Test

  • Indian Space Research Organisation (ISRO) successfully conducted a hot test of the Semi-Cryogenic Engine Power Head Test Article (PHTA) at the ISRO Propulsion Complex (IPC), Mahendragiri, Tamil Nadu.
  • The hot test achieved 88% of the target thrust, generating 175 tonnes of thrust, marking a major milestone in the development of India's next-generation rocket propulsion system.
  • The test was the 8th hot test in the PHTA test series, following earlier successful tests at 47% (94 tonnes) and 60% (120 tonnes) of full thrust.
  • The successful 175-tonne test has provided ISRO with confidence to proceed towards the full-thrust demonstration of 200 tonnes.
  • The SE2000 Semi-Cryogenic Engine is designed to produce 2,000 kilonewtons (kN) of thrust and will power the SC120 (Semi-Cryogenic Stage).
  • The SC120 propulsion stage is being developed to replace the existing L110 core stage of the Launch Vehicle Mark-III (LVM3)
  • The upgraded SC120 stage is expected to increase the Geostationary Transfer Orbit (GTO) payload capacity of LVM3 from 4 tonnes to 5 tonnes.
  • The Low Earth Orbit (LEO) payload capacity of LVM3 is also expected to increase from 8 tonnes to 10 tonnes after the induction of the SC120 stage.
  • The SE2000 engine uses Liquid Oxygen (LOX) as the oxidiser and Kerosene as the fuel, operating on an Oxidiser-Rich Staged Combustion Cycle.
  • The engine operates at a chamber pressure of 180 bar and delivers a specific impulse of 335 seconds, ensuring higher propulsion efficiency.
  • Semi-Cryogenic technology means that only one propellant (Liquid Oxygen) is stored at cryogenic temperatures, while Kerosene remains at normal temperature, simplifying storage and handling.
  • The Liquid Propulsion Systems Centre (LPSC) is leading the development of the SE2000 Semi-Cryogenic Engine.
  • The hot test was conducted at a specialized test facility capable of testing engines with thrust up to 2,600 kN.
  • The Liquid Oxygen–Kerosene propellant combination is non-toxic, offers better performance, higher efficiency, and easier handling compared to conventional propulsion systems.
  • The SC120 stage is expected to become operational by 2027, significantly enhancing India's heavy-lift launch capability.
  • The development of the Semi-Cryogenic Engine will strengthen India's commercial satellite launch capabilities, support future heavy-lift missions, and play a crucial role in crewed spaceflight missions.

  • Gautam Buddha University (GBU) has entered into a strategic partnership with Space Kidz India and the Indian National Space Promotion and Authorisation Centre (IN-SPACe) to support Mission ShakthiSAT, the world’s first all-girls international lunar mission.
  • Mission ShakthiSAT aims to advance space technology, promote STEM (Science, Technology, Engineering and Mathematics) education, and encourage women-led leadership in the space sector.
  • The mission is an international student space initiative designed to empower 12,000 young girls from 108 countries through hands-on experience in satellite development, space technology, research, and innovation.
  • A major objective of Mission ShakthiSAT is to foster global scientific collaboration, interdisciplinary learning, and inspire greater female participation in the global space ecosystem.
  • As a key academic and institutional partner, Gautam Buddha University (GBU) will support the mission through research, innovation, scientific engagement, and interdisciplinary education.
  • The Greater Noida Industrial Development Authority (GNIDA) will provide institutional support for the successful implementation of Mission ShakthiSAT.
  • In a significant achievement, Mahima Rajput from Raipur, Chhattisgarh, has been selected as the Indian student participant for the international lunar mission.

Indian Institute of Technology Delhi, Sorbonne University to Introduce Joint Master’s and PhD Courses in Biological Science from 2026

  • Indian Institute of Technology Delhi (IIT Delhi) and Sorbonne University, France have expanded their strategic partnership by launching a joint Master of Science (MSc) in Biological Science (Biol. Sci) and Doctor of Philosophy (PhD) programmes from 2026.
  • The collaboration is anchored by the Franco-Indian Integrated Health Campus, established to integrate engineering, medicine, life sciences, social sciences, and digital technologies.
  • The partnership extends beyond healthcare to promote research, education, and innovation in Artificial Intelligence (AI), robotics, and materials science.
  • The Franco-Indian Integrated Health Campus programmes are coordinated by IIT Delhi, following the visit of an IIT Delhi delegation led by Professor Rangan Banerjee to Sorbonne University.
  • The collaboration has already facilitated joint research projects, two-way student mobility between India and France, faculty and student exchange programmes, internships, co-supervised doctoral research, scientific workshops, and research with societal and technological relevance.
  • Under the expanded partnership, both institutions will strengthen shared research infrastructure, increase faculty and student exchanges, and expand co-supervised PhD research.
  • The collaboration also includes the introduction of additional joint degree programmes and the organisation of more international schools, scientific workshops, and academic exchange programmes.

Ministry of Law Launches Online Fresh Application Module for Notary Public Recruitment

  • Union Minister of State (Independent Charge) for Law & Justice, Arjun Ram Meghwal, launched the “Fresh Application Module” on the Notary Portal for online applications for appointment as Notary Public.
  • The module has been launched under the provisions of the Notaries Act, 1952 and the Notaries Rules, 1956 to simplify the appointment process for Notaries.
  • The Fresh Application Module enables eligible legal practitioners and advocates to submit their Notary Public applications online through the Notary Portal.
  • The module has been developed by the Department of Legal Affairs in collaboration with the National Informatics Centre (NIC) to ensure a transparent, efficient, and citizen-friendly application process.
  • The Fresh Application Module has been integrated with the existing Notary Portal, which already provides various online services related to the appointment of Notaries.
  • The portal features automated workflows and a user-friendly interface, ensuring faster, paperless, and efficient processing of applications.
  • The integrated module will improve the efficiency and transparency of the application process.
  • The Department of Legal Affairs will invite online applications through the portal from time to time, based on requirements under the Notaries Act, 1952 and the Notaries Rules, 1956.
  • Detailed instructions and guidelines for submitting applications will be made available on the Notary Portal for eligible applicants.

  • Union Minister of Health and Family Welfare, Jagat Prakash Nadda, launched Aarogya Setu 2.0, transforming the application into a Personal Health Record (PHR) and citizen-facing digital health platform under the Ayushman Bharat Digital Mission (ABDM).
  • Aarogya Setu was originally developed by the Government of India during the COVID-19 pandemic as a national digital public good for contact tracing, risk awareness, and citizen engagement.
  • After fulfilling its pandemic-related role, the Ministry of Electronics and Information Technology (MeitY) formally transferred Aarogya Setu to the National Health Authority (NHA) for its long-term integration into India’s digital health ecosystem.

  • Aarogya Setu 2.0 aligns with the vision of the Ayushman Bharat Digital Mission (ABDM) and serves as a single digital gateway for accessing ABDM-enabled healthcare services.

India and Seychelles Sign 19 Agreements to Strengthen Bilateral Cooperation

  • India and Seychelles signed 19 agreements and initiatives during Prime Minister Narendra Modi's three-day visit to Seychelles.
  • The agreements were announced after bilateral talks between Prime Minister Narendra Modi and President Dr. Patrick Herminie in Victoria, the capital of Seychelles.
  • The initiatives cover maritime security, defence, digital payments, healthcare, education, agriculture, infrastructure, space cooperation, and financial assistance.
  • India reaffirmed its commitment to the MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) initiative to strengthen maritime security, Blue Economy, disaster preparedness, and regional stability in the Indian Ocean Region (IOR).
  • India announced defence assistance, including an indigenously built Fast Patrol Vessel, 10 utility vehicles, five Laser Radial sailing boats, the refit of PS Zoroaster, and the upgrade of the Dornier maritime surveillance aircraft of the Seychelles Coast Guard.
  • Both countries agreed to expand cooperation in Unified Payments Interface (UPI)-based digital payments and the peaceful use of outer space.
  • India also announced support for a new Seychelles National Hospital, a Professional and Technical Education Centre, and an Umbrella Line of Credit through the Export-Import Bank of India (EXIM Bank).
  • India handed over 500 metric tonnes of rice and 8,500 metric tonnes of cement as humanitarian assistance.
